April President’s Message – We Must Do Better

Russell Tuff President

I want to address a pressing concern that has been weighing heavily on our minds: the disappointing voter turnout in the recent presidential primary. It’s no secret that our community’s engagement in the democratic process fell short of our expectations. However, let us not dwell on past shortcomings, but instead, let us focus on the opportunities that lie ahead.

The upcoming primary election and general election are critical moments for our party and our nation. The decisions made during these elections will shape the course of our future and determine the direction our country will take. But to ensure that our voices are heard and our values upheld, we must rise to the occasion and actively participate in the electoral process.

The low voter turnout in the previous primary is a wake-up call for us all. It highlights the importance of civic engagement and the need for us to take ownership of our democracy. We cannot afford to sit idly by and allow others to dictate the fate of our nation. Each and every one of us has a responsibility to exercise our right to vote and to encourage others to do the same.

So, let us redouble our efforts in the days and weeks leading up to the primary election and the general election. We will continue to reach out to our fellow citizens, educate them about the candidates and issues at stake, and inspire them to cast their ballots.

We all don’t have to agree on a specific candidate, but we do need to go out and vote to ensure a robust and inclusive electoral process.

Together, we have the power to make a difference. Together, we can uphold the principles that have made our country great. Together, we can ensure a brighter future for ourselves and for generations to come.

Thank you for your dedication to our party and our country. Let us go forth with determination and resolve, knowing that our efforts today will shape the tomorrow we envision.

Sincerely,

Russell Tuff

President, The Right Men’s Club

Legislative Update – Senator Kathleen Passidomo February 2nd

The Florida Senate closed out the fourth week of the 2024 Legislative Session in Tallahassee.

On the chamber floor this week, we passed House Joint Resolution 703, Balanced Federal Budget, and House Joint Resolution 693, Congressional Term Limits, both sponsored in the Senate by Senator Blaise Ingoglia (R-Spring Hill). The legislation calls on Congress to convene a constitutional amendments convention to propose term limits and balanced budget amendments to the U.S. Constitution. Term limits and balanced budget requirements have worked quite well here in Florida. These policies help to guard our state against the rampant corruption, abuses of power and excessive spending, all of which we see too often in Washington. Our founding fathers envisioned elected officials as short-term public servants, not lifelong bureaucrats. With these initiatives, Florida is sending a strong message that the federal government must be accountable to the people.

In the Senate Committee on Appropriations, we reviewed our proposed budget for Fiscal Year 2024-2025. Our balanced budget focuses on infrastructure, prioritizes public school education, provides tax relief and pays down state debt. This year, we’ve also included historic funding to grow Florida’s health care workforce and invest in Florida’s environment and natural resources.

Senate Committees also advanced two bills this week that are important to my Live Healthy legislative initiative. SB 1600: Interstate Mobility by Senator Jay Collins (R-Tampa) and SB 1758: Individuals with Disabilities by Senator Jason Brodeur (R-Sanford) are essential to enhancing accessibility and encouraging health care professionals to grow their careers in Florida.

Nearly halfway through, the 2024 Legislative Session is off to a strong start.

Florida Senate Introduces Proposed Budget for Fiscal Year 2024-2025

Wednesday, the Senate Committee on Appropriations, Chaired by Senator Doug Broxson (R-Pensacola) introduced the Florida Senate’s proposed budget for Fiscal Year 2024-2025.

This balanced budget proposal makes significant investments in Florida’s infrastructure, provides record funding for public schools and school choice opportunities, and reaffirms Florida’s commitment to responsible spending.

Additionally, the Florida Senate’s proposed budget emphasizes one of the main reasons why so many new Floridians are coming to our state in droves – the environment. This budget proposal includes over $1 billion for water quality improvements and Everglades restoration, more than $400 million for conservation acquisitions, and $120 million to address flooding and sea level rise. These critical investments will help to preserve the paradise we call home for future generations of Floridians.

The proposed budget also includes critical funding to improve the health and well-being of Floridians across the state. Complemented by funding included in the Live Healthy Legislative Package, the proposed Fiscal Year 2024-2025 budget includes additional funding to support Florida’s most vulnerable – our children, elders, and loved ones with disabilities.

Included also is critical funding to support and enhance Florida’s child welfare system and construct our state’s 9th Veteran’s nursing home.
Unlike other states that utilized pandemic funding on recurring expenses that they can no longer afford – Florida focused on one-time generational investments in our infrastructure and economy while maintaining best practices in financial management.

The Senate’s balanced budget proposal for Fiscal Year 2024-2025 authorizes paying off $455 million in state debt, provides significant tax relief, and sets aside record state reserves.

The Florida Senate is Holding Washington Accountable

Thursday, the Florida Senate passed House Resolution 703 and House Resolution 693, sponsored in the Senate by Senator Blaise Ingoglia (R-Spring Hill), with strong support.

House Resolution 703 calls on the United States Congress to convene a Constitutional Convention to propose a balanced budget amendment to the U.S. Constitution. House Resolution 693 builds on this proposal and urges Congress to enact Congressional term limits through a Constitutional Convention.

For years, Florida has been the gold standard of governance across the country. While excess spending, career politicians, and ineffective leadership have left Washington helpless – Florida has thrived.  Every single year, the Florida Legislature, in conjunction with the Governor, has been able to deliver tangible results for Florida families. In the 2023 Legislative Session alone, the Florida Senate returned money to families through record tax breaks, funded historic investments in affordable housing and delivered universal school choice to every student – all while maintaining a balanced budget.

Forty-six states have balanced budget requirements and 16 have legislative term limits, including Florida. Both of these measures enhance accountability, improve the function of government, and weaken the influence of dark money special interest groups.

Florida’s resolve to fiscal responsibility and limits on elected terms have propelled our state into a role model of proper governance that has been far too long lacking in D.C.

Additional Live Healthy Legislation Advances

As part of the Live Healthy Legislative Package, the Florida Senate advanced two critical pieces of legislation to increase access to health care and expand Florida’s health care workforce.

Monday, the Senate Committee on Regulated Industries passed Senate Bill 1600, sponsored by Senator Jay Collins (R-Tampa), with unanimous support. Senate Bill 1600 creates the MOBILE Act, which expedites the issuance of licenses and certifications for health care professionals.

This legislation requires the Florida Department of Health to issue a license or certificate within 15 days of receiving all required documents for out-of-state health care practitioners moving to Florida. This legislation maintains strict qualification requirements for testing, training, and experience.

As our state continues to grow at a record pace, the need for experienced health care professionals becomes even clearer. This legislation empowers seasoned health care practitioners who move to Florida to build their lives and careers in the Sunshine State.

Wednesday, the Senate Committee on Fiscal Policy passed Senate Bill 1758, sponsored by Senator Jason Brodeur (R-Sanford), with unanimous support. Senate Bill 1758 enhances care for individuals with disabilities in the State of Florida.

This legislation slashes bureaucratic red tape and streamlines the application process for individuals with disabilities seeking services from Florida’s Agency for Persons with Disabilities, ensuring that those who need critical care can receive services more efficiently.

Senate Bill 1758 expands support for aging caregivers, ensuring that critical services are provided to a greater number of Floridians without separating families. By lowering the minimum age for a caregiver to receive home and community-based services, Florida is tackling the challenges while empowering families to provide the best quality care possible.

Affordable Housing Expansion Moves to Senate Floor

Wednesday, the Senate Committee on Fiscal Policy passed Senate Bill 328, sponsored by Senator Alexis Calatayud (R-Miami), with unanimous support. This legislation provides strategic policy enhancements to legislation passed last session, Senate Bill 102 (2023), the Live Local Act.

The Live Local Act, which became law, comprehensively addressed the issue of affordable workforce housing. Through record funding for affordable housing developments, removal of burdensome local regulations that served as a deterrence to building affordable housing, and critical home ownership and rental assistance, Senate Bill 102(2023) empowers Floridians to live local in the communities they serve.

Senate Bill 328 ensures that the Live Local Act is properly implemented in communities across the state, incorporating feedback from all stakeholders to ensure that our local communities can find the right balance between expanding affordable housing opportunities and maintaining the character of their community.

Additionally, this legislation expands tax exemptions for affordable housing developments and provides an additional $100 million in funding for the Florida Hometown Hero Program. This program provides interest-free down payment assistance to income-qualified, first-time homebuyers who live in Florida and work for a Florida-based company.

Illegal Immigration Enforcement Measure Passes First Committee Stop

Tuesday, the Senate Committee on Criminal Justice passed Senate Bill 1036, sponsored by Senator Blaise Ingoglia (R-Spring Hill), with unanimous support.  Senate Bill 1036 enhances penalties for illegal immigrants who commit felonies in the United States.

The crisis at our southern border continues to grow worse each day, and the Biden Administration’s refusal to acknowledge and address the crisis or even enforce current border policies is only compounding the problem. The Florida Senate has taken a proactive approach to thwarting illegal immigration, stopping the infusion of dangerous criminals and drugs into our communities, and curtailing the horrors migrants face on the perilous journey to our borders.

In the 2023 Legislative Session, the Florida Senate passed Senate Bill 1718 which requires businesses with 25 or more employees to utilize E-Verify, establishes stricter penalties for human trafficking, and provides Florida with the tools to understand the cost that illegal immigration has on our state.

Senate Bill 1036 builds upon this essential legislation passed last session by enhancing felony charges for illegal immigrants who reenter the United States after being deported for committing a felony.

As tens of millions of illegal immigrants flood across our southern border each year, with more than the population of Orlando crossing in the month of December alone, the Florida Senate must work to stop the invasion that is bringing weapons, fentanyl, dangerous criminals and potential terrorists into our communities.  This legislation holds those accountable who enter our country not yearning to breathe free, but criminals who seek to take and destroy.

AI Transparency Legislation Advances to Final Committee Stop

Monday, the Senate Judiciary Committee passed Senate Bill 1680, sponsored by Senator Jennifer Bradley (R-Fleming Island), with unanimous support. Senate Bill 1680 provides transparency and accountability measures for artificial intelligence use.

This legislation establishes the Government Technology Modernization Council that will study and monitor the development and deployment of artificial intelligence systems. This council will also recommend policy proposals to protect the privacy of Floridians, ensure that Floridians are free from discrimination and promote the responsible development and deployment of artificial intelligence systems.

Senate Bill 1680 continues the Florida Senate’s crusade to combat the exploitation of children. This legislation strictly prohibits the generation, possession, distribution, or viewing of AI-generated child pornography.

This legislation ensures that the monsters who wish to use AI to exploit and harm our children, families and communities will be held accountable to the fullest extent of the law.

Artificial intelligence presents many exciting opportunities for Florida businesses; however, as with any new technology, there are serious risks to the general public that must be addressed proactively. This legislation ensures that Floridians, especially our most vulnerable, are provided with robust privacy protections and shielded from exploitation.

Republicans in Florida Grow their Lead Over Democrats

Florida Republicans added over 81,000 registered voters to their lead over state Democrats for December 2023, according to Florida Division of Elections.

As of Dec. 31, 2023, Republicans lead Democrats by 779,701 voters. From November, the party’s lead extended by 81,779 voters. In total, there are 5,141,848 Republicans in the state to 4,362,147 Democrats.

This lead represents the largest single-month net gain since the 2022 election.

However, both parties have lost voters since the end of 2022, Republicans have lost around 183,000, Democrats have lost over 600,000 – a staggering three times more.

As of December 31st, Florida is now 38.5% Republican, 32.7% Democrat and 26.4% No Party Affiliation.

This wide margin comes as the 2024 election year begins, with Republicans having a never before voter registration lead heading into a presidential election cycle.

Former President Donald Trump won Florida by several points in 2020 when Republicans trailed Democrats in registrations by just under 100,000.

He also won the state in 2016 when there were close to 600,000 more registered Democrats than Republicans.

State Senate Presidents Opening Session Kick-off

The 2024 Legislative Session Begins

The Florida Legislature convened on Tuesday to mark the Opening Day of the 2024 Legislative Session. As outlined in the Florida Statute, the Legislature is in session for 60 consecutive days each year.  During this time, we will hear a number of proposals on the chamber floor that impact our communities in many ways.  We will consider bills that strengthen health care, improve education, protect our natural resources and invest in our infrastructure, among other issues.  We will also pass a balanced budget to fund the needs of our citizens for the upcoming fiscal year.

One of my top priorities this session is to help our state’s health care system grow and innovate to better serve all Floridians.  Our state population has grown exponentially in recent years, as has the demand for quality care.  We’re working to grow our health care workforce with new opportunities for education, training and retention.  We are funding provider increases that incentivize health care workers to continue serving in needed fields like mental health, labor and delivery, and helping Floridians with disabilities.  In addition, we will establish the Live Healthy Innovation Council to examine innovative solutions that can improve the delivery and quality of health care in our state, and develop a loan program to support implementation, with a focus on underserved areas.

Another effort we’re spearheading in the Florida Senate is the deregulation of public schools.  This is a first-in-the-nation effort to cut the red tape and reduce bureaucracy in our neighborhood public schools while maintaining high academic standards and school safety.  With universal school choice now a reality for Florida families, reducing bureaucratic red tape will give neighborhood public schools – that have served our communities and families for generations – a meaningful chance to compete right alongside other school choice options.

Finally, I am very proud of the work we have undertaken on our Wildlife Corridor – starting under President Wilton Simpson’s leadership, we have made historic, once-in-a-generation investments that will preserve the natural beauty of our state – what makes our state so special – for future Floridians to enjoy.  This year, we will take that commitment to the next level with a dedicated stream of revenue to support the acquisition and management of our public lands.  We know conservation and preservation of Florida’s land and water resources is essential to maintaining the quality of life enjoyed by Floridians, as well as sustaining and growing a thriving economy, including legacy industries like tourism and agriculture.

On Opening Day this week, the Legislature also gathered for a Joint Session of the Florida Senate and the Florida House of Representatives, during which Governor Ron DeSantis delivered the State of the State Address.

During the course of the 2024 legislative session, we welcome input and feedback from our constituents on the issues that face our state.  We are in the state Capitol to represent you, and the best interests of our communities and our state.  When we work together, we can accomplish great things.

Governor Ron DeSantis Delivers State of the State

As President of the Senate, I had the opportunity to preside over the joint session of the Florida Legislature as we welcomed Governor Ron DeSantis to deliver his annual State of the State Address.

During his remarks, the Governor reminded us of the value of freedom in our state. He said: “Here in the Sunshine State, we have delivered good government that protects liberty and maintains order. We have won the unprecedented backing of a populace reflective of our country at large. And we have put forth a blueprint for America’s revival that has instilled hope into the hearts of millions that a new birth of freedom can emanate from this land once more.”

“Together, we will keep Florida free and provide hope for a revival of the American spirit throughout these United States,” he concluded.

We look forward to working with him again this session to defend freedom in Florida and continue our state’s great success as a model for the nation.

Live Healthy Legislative Package Moves to Senate Floor

Thursday, the Senate Committee on Fiscal Policy passed the Live Healthy Legislative Package with unanimous support.  This robust policy proposal addresses key shortages in Florida’s health care workforce and stimulates innovation in health care.  The legislation also combines targeted policy enhancements and critical investments to increase Florida’s health care workforce and efficiency across the health care sector.

Senate Bill 7016, presented by Senator Colleen Burton (R-Lakeland), Chair of the Senate Committee on Health Policy, seeks to enhance Florida’s healthcare workforce by addressing key shortages of physicians, nurses, technicians, and other health care professionals.

This legislation expands opportunities for education, training, and retention to ensure that Florida’s health care workforce is able to grow and meet the needs of a booming state. Senate Bill 7016 also increases the number of residency slots available at Florida hospitals.  It establishes incentive programs that encourage physicians to remain in Florida beyond their residencies, empowering them to build their careers right here at home.  This legislation also incentivizes health care workers to continue serving in areas of critical need such as mental health, labor and delivery, and Floridians with disabilities.

Further, Senate Bill 7016 removes outdated and burdensome regulations on health care practitioners, streamlining certification processes while maintaining firm accountability standards to ensure Floridians receive the highest standard of care.

Senate Bill 7018, presented by Senator Gayle Harrell (R-Stuart), Chair of the Senate Appropriations Committee on Health and Human Services, funds strategic investments in health care innovation through a revolving loan program.

It is clear that the private sector can innovate in ways that the government simply isn’t able or sometimes willing to do.  Senate Bill 7018 facilitates and stimulates private sector innovation through targeted investments in health care technology, empowering Florida’s health care providers to utilize the most advanced technology available.  Through this legislation, health care providers will be able to deliver more efficient health care services and improve patient outcomes.  Further, Senate Bill 7018 establishes a Health Care Innovation Council, convening experts from across the state to examine solutions to health care delivery challenges currently facing the State of Florida.

This legislative package will now move to the Senate floor for a vote before the full Senate.

Measure Supporting Neighborhood Public Schools Passes the Florida Senate

Wednesday, the Florida Senate passed a critical deregulation package that enhances our public schools and empowers them to deliver an educational experience fit to the needs of their local community.  Senate Bill 7000, presented by Senator Alexis Calatayud (R-Miami), enhances the authority of local school districts to recruit and retain the very best teachers.

Specifically, this legislation provides flexibility to districts in setting salaries for instructional personnel, offering multiyear contracts, and in personnel evaluation systems.  Further, Senate Bill 7000 empowers teachers in collective bargaining negotiations to ensure the self-serving interests of unions do not negatively impact the teachers.

This legislation also places a specific emphasis on teacher recruitment through expanded eligibility for the teacher apprentice program, recruiting Florida’s next generation of world-class educators.

Senate Bill 7002, presented by Senator Travis Hutson (R-St. Augustine), removes burdensome administrative guidelines on local school districts that have hindered the operational success of Florida’s neighborhood public schools for far too long.  This legislation provides flexibility to schools regarding communications, finances, construction, and administration.  By removing onerous guidelines that bog down administrators in bureaucratic red tape, our public school administrators will be able to better serve students and teachers.  While making significant cuts to burdensome guidelines, Senate Bill 7002 maintains strict standards of accountability, transparency, and safety.

Senate Bill 7004, presented by Senator Corey Simon (R-Tallahassee), directly improves the educational experience for students and families.  This legislation enhances progress monitoring processes to allow for early intervention, ensuring that students get the support they need before retention is necessary. Senate Bill 7004 also reduces high-stakes testing and revises graduation requirements, allowing students to be evaluated holistically.  A student’s success should not come down to one high-stakes test, and this legislation ensures that students will be evaluated in a more thorough and commonsense manner.

This legislative package will now be sent to the Florida House of Representatives for their consideration.

Opioid Overdose Awareness Legislation Moves to Senate Floor

On Tuesday, Senator Jason Brodeur (R-Sanford) presented Senate Bill 66 in the Senate Committee on Government Oversight and Accountability, passing unanimously.  Senate Bill 66 establishes “Victoria’s Law” and seeks to raise awareness for life-saving medical treatments for opioid overdose and the dangers posed by opioid addiction.

The opioid epidemic has touched every corner of our state and nation and has devastated families and communities.  This issue has only worsened as a result of the crisis at America’s southern border, which allows fentanyl to flow freely into communities across the country.

Senate Bill 66 continues to raise awareness of this epidemic and encourages the Florida Department of Health to educate Floridians on how to administer Naloxone, a medical treatment that reverses the effects of opioid overdose. Further, this legislation permits the Governor to officially designate June 6 as Revive Awareness Day.

After a long, productive week in Tallahassee, today I am back home with my former colleague and friend, Southwest Florida’s own Ray Rodrigues, Chancellor of our State University System, to celebrate the installation of Dr. Ayesegul Timur as President of Florida Gulf Coast University.

I have known Aysegul for almost 20 years. She is a talented economist and a visionary leader with a passion for helping students link educational achievements to real jobs in communities across our state.

So often, we hear of students who graduate buried in debt, with degrees that leave little to no hope of gainful employment that justifies the significant investment of time and money that it takes to earn a college or university degree.

This is such a tragedy. FGCU has long been a leader in linking degrees to workforce needs, and with President Timur at the helm, I am confident this alignment with continue.

In fact, when I worked with Senator Travis Hutson on our most recent workforce education bill, we looked to the FGCU’s micro-credentialing and digital badges initiative, as a guide. That legislation, now being implemented in schools across Florida, brings workforce education into 6-8 grades, tying career and technical education opportunities to local and regional business consortia.

As you can see, President Timur’s initiative and influence are already extending far beyond FGCU, and she is just getting started.

As always, please do not hesitate to contact my office any time that I can be of assistance.

Respectfully,

Kathleen C. Passidomo

Dear Fellow Floridian:

Happy New Year! 2023 was a great year and I’m looking forward to another productive year fighting for Florida families. Just last month, we passed the National Defense Authorization Act with huge wins for Florida, which means big wins for our national security, including a 5.2% pay raise we secured for our men and women in uniform and $598 million for Florida bases. This included my American Security Drone Act to block Chinese drones from being used by federal agencies. I’ve been fighting for this for years and it’s finally becoming law.

While we got a lot done for Florida in 2023, it was still a year marked by undo pain for Sunshine State families due to President Biden’s raging inflation, reckless spending, and the crisis he’s caused at the southern border. Because President Biden and Congressional Democrats have failed to act, I’ve introduced and am working to pass major legislation that holds the Biden administration accountable, and helps make a difference in the lives of Floridians – ensuring they have the opportunity to get a great a great job, get a good education and raise their families in a safe community, including:

  • My END FENTANYL Act, which passed the Senate, requires Customs and Border Protection to review and update policies to better to respond to illegal activity, such as the trafficking of drugs and humans, along the border. My School Access to Naloxone Act ensures that our schools have the resources they need to help stop the deadly fentanyl crisis and provide local authorities the resources they need to fight this epidemic. Joe Biden’s open border policies have allowed deadly drugs, like fentanyl, to enter our country and threaten every community in America. Too many lives have been lost and it must be stopped.
  • My Debt Cancellation Accountability Act to require Congressional approval for the administration to grant any mass cancellation of federal student loan debts to stop Biden from shifting the burden of others onto hardworking Americans. I’m also working to address the root problem of student debt, which is the rising costs of higher education, through my COLLEGE Act to hold higher education institutions responsible for students’ outcomes.
  • I also reintroduced my Let’s Get to Work Act to encourage those who can work to do so, instead of relying on taxpayer-funded programs that should be safety nets and my Protect Our Seniors Act to help preserve and protect this program for current and future generations.
  • My School Guardian Act, to continue my work to ensure kids in schools throughout the nation are safe, and my Ask Act to protect kids from the dangers of AI. Every child is worth protecting and we should never make the job harder for parents. As a father and grandfather I understand the importance of keeping our kids safe and will never stop fighting to do so.

My team was also named the best Constituent Services team in the nation working throughout ten offices in Florida and DC who are committed to serving Florida families and connecting them with federal resources – we are here to WORK FOR YOU.  Visit our website, www.rickscott.senate.gov.

I’m proud to be your United States Senator. Representing hardworking Florida families is the greatest job in the world. My team and I love what we do, and we are going to keep fighting every day of 2024 to MAKE WASHINGTON WORK.

Sincerely,

This holiday season, Bidenomics continues to stretch Florida families’ budgets to the max and making the American dream feel out of reach. Through the holiday season and into the new year, Senator Scott will not stop fighting the Bidenomics agenda and will continue to hold this administration accountable for their reckless tax-and-spend spree that is causing record-breaking inflation. Dear Fellow Floridian,

Like most parents and grandparents, I work every day to keep my family safe. Sadly, in today’s world it’s getting more and more difficult to do so.

President Biden’s open border policy is a clear and present danger to America. Just this week, we saw records break as more than 12,000 people illegally attempted to enter America through our southern border.

While a U.S. president’s primary responsibility is to protect American citizens and defend our Constitution, when it comes to border security, Biden is doing neither. Rather than address and alleviate this grave threat, President Biden and his Democrat allies in Congress are the root cause.

Since Biden took office, approximately 9.5 million migrants have illegally entered America.

When the Biden administration took over, the border was largely secure. But now it is in chaos because of one person- Joe Biden.

The open border represents a huge national and homeland security threat. With an open border, it’s obvious how and where foreign terrorist organizations would insert their fighters into our country. Not to mention, just this week Director Wray shared his concerns about rising threats in our country!

President Biden’s failure to secure the border means it’s up to Republicans to use any chance we can to secure it once and for all.

Even still, the strongest border security legislation won’t work under Biden.

I am standing united with House Republicans to make sure that my Republican colleagues in the Senate hold the line and reject any Ukraine funding bill from the Biden Administration that doesn’t move us toward a more secure border that ties their Ukraine funding request, to which I am skeptical, to real border security metrics. It’s a matter of keeping our families safe, and that’s something I refuse to compromise on.

Sen. Rick Scott Leads Rally in Support of Venezuelan Opposition Presidential Candidate María Corina Machado

Image

Senator Rick Scott led Venezuelan community leaders for a rally, hosted by the Independent Venezuelan-American Citizens (IVAC), in support of opposition presidential candidate María Corina Machado and a future of freedom and democracy in Venezuela. During the rally, Senator Scott called María Corina Machado so that she could join the rally via phone as continues to campaign across Venezuela and faces threats of unjust, politically-motivated arrest from the corrupt and evil regime of dictator Nicolás Maduro.

Senator Rick Scott said, “More than two million Venezuelans around the world, including many of you here today, made your voices heard and elected María Corina Machado, as the official opposition candidate for the upcoming presidential elections. This is a significant moment in the Venezuelan people’s fight for freedom and true representative government. We cannot waste this opportunity to advance our fight for democracy in Venezuela and I recently wrote to President Biden urging him to acknowledge this moment and immediately revise the conditions of sanctions relief that the administration has recently offered to the Maduro regime. Additionally, I introduced a resolution echoing these priorities on the Senate floor. Now is the time for American strength. Maduro and his thugs, who have horrifically murdered and oppressed the Venezuelan people for years, must understand that only the return of democracy to Venezuela through free and fair elections will result in sanctions relief from the United States. I will never stop fighting until we see a free and democratic Venezuela!”

Sen. Rick Scott to CFP: We Demand Transparency Regarding Unprecedented Exclusion of Undefeated FSU

Senator Rick Scott sent a letter to the College Football Playoff (CFP) Selection Committee Chairman Boo Corrigan following yesterday’s shocking decision to exclude Florida State University, an undefeated, Power Five conference champion from the playoffs for the first time in the Committee’s 10 year history. The decision to drop the 13-0 Florida State University Seminoles from its previous 4th-place ranking, and thereby exclude the team from the upcoming playoffs altogether, came mere hours after the team won the Atlantic Coast Conference (ACC) Championship game. In his letter, Senator Rick Scott demands full transparency from the Committee regarding how this decision was reached and what factors may have been at play in reaching this outcome.

Sen. Rick Scott to Commerce: Sewage Garlic Grown in Communist China Has No Place in American Grocery Stores

In the coming days, Senator Scott is introducing the SEWAGE GARLIC Imports Act and the SEWAGE GARLIC Imports Tariff Act to address the growth practices and safety of garlic produced in China for human consumption.

Sen. Rick Scott Introduces Bill to Crack Down on CCP Espionage in U.S.

Senator Rick Scott led the introduction of the Countering Corrupt Political Influence Act (CCP Influence Act) to increase transparency and reporting requirements of Chinese Communist Party officials in the U.S. conducting government business. The CCP Influence Act would build upon a Trump administration policy to require the State Department to mandate that Chinese foreign missions, including its embassy and various consulates around the United States, notify the Department of State in advance of all official meetings with state officials, official meetings with local and municipal officials, official visits to educational institutions, and official visits to research institutions.

Senator Rick Scott said, “For too long, the U.S. has allowed our adversaries like Communist China to operate and benefit from a complete lack of transparency when conducting business on U.S. soil. As individuals and entities tied to the evil government of Communist China continue to buy American farmland, infiltrate our universities and attempt to persuade the decisions of local and state governments, we must take action to protect U.S. interests. Today, I am demanding more transparency. When our diplomats are abroad, we fully expect them to help improve relations in the country they are assigned – that’s their job. It is unacceptable that CCP diplomats stationed in the United States are able to take full advantage of our open society to meet with institutions whenever they choose, yet the CCP doesn’t reciprocate. That needs to change. Until the CCP provides equal treatment of our diplomats, I am urging more transparency in the actions of the CCP in America. That is why I am introducing the CCP Influence Act, and I urge my colleagues to pass this important bill with critical national security implications.”

Senators Rick Scott & Katie Britt Urge Biden Administration to Enforce Iran Steel Sanctions

Senator Rick Scott joined Senator Katie Britt and 29 of their Senate Republican colleagues in sending a letter to President Joe Biden, Secretary of State Antony Blinken, and Treasury Secretary Janet Yellen urging the Treasury Department to enforce existing sanctions on Iranian steel. In the letter, the senators express the importance of “proactively and continuously” enforcing sanctions and the detrimental consequences of ineffective – or willfully negligent – enforcement. Iran is one of the largest steel-producing countries in the world, with the industry generating significant funds via exports.

Sens. Rick Scott & Marsha Blackburn Lead Legislation To Weaken Iran-China Ties, Condition Any Nuclear Deal

Senator Rick Scott joined Senator Marsha Blackburn and six of their Republican colleagues in introducing the Iran China Accountability Act to weaken Iran’s ties with Communist China. The legislation prohibits the consideration and use of any U.S. taxpayer dollars to advance a nuclear agreement with Iran until they terminate their ties with the CCP and terrorist groups like Hamas.

Senator Rick Scott said, “Iran cannot be trusted. Iran has made the choice to back terrorist organizations like Hamas, who are attacking our ally Israel, beheading babies and holding hundreds hostage. Iran has made the choice to cozy up to one of our nation’s biggest adversaries, Communist China, as it seeks global domination and an end to our way of life. Nothing Iran does is good for America. Our bill makes it clear that until Iran cuts ties with Communist China, condemns human rights abuses and stops funding terrorism against Israel, the U.S. will not spend a single cent to move forward on any nuclear agreement.”

Sens. Rick Scott & Marco Rubio Introduce Bill to Protect U.S. Schools From China’s Influence

Senator Rick Scott joined Senators Marco Rubio and Tim Scott to introduce the Protecting Education from Malign Foreign Influence Act to address and prevent foreign adversaries’ influence in the U.S. education system. Foreign adversaries, including Communist China, have significantly increased covert tactics to infiltrate American colleges and K-12 schools with the intention to steal research, spread propaganda, and silence students and academics. This legislation is endorsed by the National Association of Scholars and Parents Defending Education Action.

Senator Rick Scott said, “It’s a universally accepted truth that Communist China is stealing U.S. technology and intellectual property from institutions of higher learning. We cannot allow the U.S. federal government to sit back and let this dangerous espionage happen. Now is the time to take a stand against this madness, and I’m proud to join my colleagues in fighting to pass the Protecting Education from Malign Foreign Influence Act to better protect America’s colleges and universities.”

Sens. Rick Scott, Chuck Grassley & Senate Republicans Demand Changes to Biden Admin Rule Endangering Safety and Wellbeing of Unaccompanied Minors

Senator Rick Scott joined Senator Chuck Grassley in leading 37 of their Senate Republican colleagues in calling on the Department of Health and Human Services’ (HHS) Office of Refugee Resettlement (ORR) to overhaul its harmful and deficient policies governing the agency’s treatment of unaccompanied minors in the United States. ORR’s Proposed Rule – parts of which the agency is already enforcing – allows vulnerable children to be placed in the custody of unvetted, potentially criminal sponsors and obstructs whistleblowers from reporting to Congress on abuse in the program. Senator Scott and his fellow Republicans are demanding ORR rewrite its policies or face congressional action to overturn the finalized rule.

Senators Rick Scott, Jim Risch & Colleagues: Maduro Regime Moving Towards More Brutal Dictatorship, U.S. Must Act

Senator Rick Scott joined Senators Jim Risch (R-Idaho), Chuck Grassley (R-Iowa), Tim Scott (R-S.C.), Bill Hagerty (R-Tenn.), and Joe Manchin (D-W.Va.) in releasing the following statement on the Maduro regime’s arrest warrants for members of an opposition party:

The senators said, “We are extremely concerned over recent arrest warrants issued by the Maduro regime against members of Maria Corina Machado’s political party and coalition. This brazen act is a clear indication that the Maduro regime is not following through on its commitment to free and fair elections in 2024.

“The blatant refusal to release political prisoners or American hostages, the continued arrest warrants against other key opposition leaders, and the petulant saber rattling against Guyana show that the Maduro regime is moving towards an even more brutal dictatorship. The United States and our democratic partners should respond accordingly using all diplomatic tools, including enforcing Maduro’s indictment for involvement in narco-trafficking and snap back of all sanctions relief given since November 2022.”

Sen. Rick Scott: Jobs Reports Show Why Americans Can’t Trust Anything Biden Says on the Economy

Following the release of the Bureau of Labor Statistics’ November Jobs report, Senator Rick Scott released a statement calling out the Biden administration for its continued lies and spin to make the American people think the economy is thriving. This morning’s report claimed job growth of 199,000 jobs, but approximately 41,000 of those were union workers returning to the workforce following the recent auto and writers guild strikes. Additionally, Senator Scott shared a weekly update on his actions to address America’s debt crisis and rising inflation caused by Biden and Democrats’ socialist policies and reckless government spending that continues to wreak havoc on the economy and shrink budgets for families as everyday prices continue to skyrocket.

Senator Rick Scott said, “At every opportunity, this administration misleads the American people to distract from the failures of Bidenomics, and this morning’s job report is another disgusting example of its lies. It is absurd that Biden would count the 41,000 jobs returning to the workforce after a strike as new job growth. I guess it shouldn’t surprise us that the same president taking credit for creating millions of jobs that were only in jeopardy because his party shut the country down, is now doing the same for those returning from a strike that his administration helped cause. It is shameful that the mainstream media hasn’t held him accountable for his phony job creation numbers and is now going to let him get away with this. The Biden administration can try as hard as it wants to confuse the American people with a web of lies, but families in Florida know the facts: inflation is skyrocketing, families are struggling to make ends meet, national credit card debt hit a record high, and the jobs market is anything but raging. American prosperity isn’t built on lies and fantasy, it’s built on hard work and real results. Joe Biden has neither and we are sick and tired of dealing with his failures.”

Senator Kathleen Passidomo Week in Review Dec 8

On Thursday, during our annual holiday breakfast with the Capitol Press Corps, I was proud to unveil my Live Healthy proposal to strengthen health care in the Sunshine State. Senator Colleen Burton, Chair of the Senate Committee on Health Policy, and Senator Gayle Harrell, Chair of the Senate Appropriations Committee on Health and Human Services, joined me to announce the Live Healthy package, which includes policies and funding to grow Florida’s health care workforce, increase access to care, and incentivize innovation.

Access to health care is important at every phase of life.  Insurance does not guarantee access, as even Floridians with great insurance face barriers to care.

Live Healthy will expand Florida’s health care workforce with new opportunities for education, training and retention.  This includes enhancing partnerships between our hospitals and Florida colleges and universities that train health care workers.  It also creates more residency slots and creative loan repayment options that drive providers to underserved areas.  We want to make sure our medical school graduates stay in Florida and also attract more out-of-state residents – not only for their residencies but to build their lives and medical practices right here in our communities.

We are also funding provider increases that incentivize our health care workers to continue serving in high-demand fields like mental health, labor and delivery, and disabilities.

We know that our hospital emergency rooms are the most expensive real estate in our state. Live Healthy will help streamline emergency departments by creating partnerships with Community Health Centers and other primary care settings so that when care is urgently needed, but not life threatening, it can be provided outside of the hospital emergency room in a more efficient and appropriate setting. Live Healthy also expands access to preventive health screenings to ensure early diagnosis and better management of chronic disease for all Floridians.

Legislation that is part of the Live Healthy package will be considered during the Senate Committee on Health Policy on Tuesday, December 12.  Additional legislation will be filed in the coming weeks.

Streamlining Rural Development

Tuesday, Senate Bill 196, sponsored by Senator Corey Simon (R-Tallahassee), passed the Senate Committee on Commerce and Tourism. Senate Bill 196 removes burdensome restrictions on regional economic development organizations and allows for increased access to rural development funding.

This legislation removes matching requirements on rural development grants allowing for fiscally constrained counties and regions to receive critical funding for economic development without negatively impacting their own finances.

Access to these grants is often limited by a county’s ability to collect taxes from their own citizens. By removing these requirements, we can improve the quality of life in rural communities without the need for burdensome taxes.

Ensuring that Florida’s rural communities have the necessary tools to establish diverse, resilient economies is critically important for the many families, farmers, and family- owned businesses, who call rural Florida home.

Supporting Florida’s National Guard

Wednesday, Senate Memorial 226, sponsored by Senator Tom Wright (R-New Smyrna Beach), passed the Senate Committee on Military and Veterans Affairs, Space, and Domestic Security. Senate Memorial 226 urges the United States Congress to expand the Florida National Guard’s Force Allocation.

Florida is the 3rd most populous state in the country, yet has only 12,000 soldiers and airmen in our National Guard, a ratio of one guardsman for every 1,833 Floridians. Due to Florida’s active hurricane season and the consistent need for mobilization, it is clear that an increased National Guard Force Allocation is critical to effectively respond to disasters and ensure the safety of Floridians.

In addition to our current needs, Florida’s population continues to rapidly grow, outpacing the nation in net in-migration. This increase in population will only further amplify the issues facing Florida’s National Guard and exacerbate the need for additional guardsman.

The health and safety of Floridians is critical, especially in the face of natural disasters that frequently impact our state. By refusing to expand the Florida’s National Guard Force Allocation, Washington D.C. is playing political games with the health and safety of over 20 million Americans.

Raising Awareness For Opioid Addiction

Tuesday, Senate Bill 66, sponsored by Senator Jason Brodeur, passed the Senate Committee on Health Policy. Senate Bill 66 creates “Victoria’s Law”, raising awareness of the dangers of opioid addiction and to the availability of medical treatments to reverse the effects of opioid overdose.

The opioid epidemic has had a devastating impact on communities across the State of Florida and the entire country. Throughout the first 6 months of 2022, Florida experienced almost four thousand deaths from opioid overdoses. The fentanyl that flows across America’s wide-open southern border is a leading cause of these deaths.

This legislation encourages the Florida Department of Health to hold events to boost attention relating to the dangers of an opioid overdose and how to administer Naloxone, an emergency opioid antagonist better known as Narcan, which reverses the life-threatening effects of opioid overdose. In order to increase awareness, Senate Bill 66 allows the Governor to designate June 6 as Naloxone Awareness Day.

Advancing Florida’s Balanced Budget

Wednesday, a number of state agencies appeared before each Senate Appropriations subcommittee to present the Governor’s recommended budget for the 2024-2025 Fiscal Year.

The Governor’s proposed budget includes historic funding for K-12 Education, significant investments in infrastructure, and critical relief for Floridians struggling with property insurance costs. Additionally, the proposed budget recommends over $1 billion in tax relief for Floridians, dedicates almost $500 million to reduce debt, and maintains $16.3 billion in reserves.

The Governor’s Office will present the proposed budget before the full Senate Appropriations Committee on December 12. The Senate and House will review and consider the Governor’s proposed budget before drafting their own proposed budgets for the 2024-2025 Fiscal Year.

As always, please do not hesitate to contact my office any time that I can be of assistance.

Respectfully,

Kathleen C. Passidomo
