Senate President Kathleen Passidomo May 5 Update

Today was Sine Die for Florida’s 2023 Legislative Session. The Florida Senate and our colleagues in the Florida House worked together to craft meaningful policy and pass a balanced budget for the 2023-2024 Fiscal Year. I was proud to join House Speaker Paul Renner (R-Palm Harbor) and other legislators for the traditional Sine Die “Hankie Drop,” a ceremony marking the conclusion of session for at least 100 years. The presiding officers also joined Governor Ron DeSantis to discuss the conclusion of the session.

We began session in the aftermath of a destructive hurricane season on the heels of two special sessions needed to help stabilize Florida’s freefalling property insurance market. While these issues alone could have easily monopolized the last 60 days, I am proud that with the tireless work of our Senators, and strong partnerships with the Florida House and Governor DeSantis, we are concluding today having passed significant legislation in nearly every area of public policy, along with a balanced budget, meaningful tax relief for families and seniors, and historic reserves.

This was truly the session of the Florida family as we tackled kitchen-table issues important to growing families and seniors. School choice is now a reality for every child, in every family. Education dollars follow the child, and the parents – not the government – decide where they are spent.

With our Live Local Act, more Floridians can afford to live close to good jobs, where they can raise their families in the heart of the communities they serve.

Insurance and litigation reforms with strong protections for consumers, coupled with permanent tax relief on key items will help eliminate hidden costs that increase the price of goods and services, keeping Florida affordable for those at every income level and stage of life.

We passed strong legislation to support unborn babies and parents, with safeguards to protect the innocence of childhood and let kids be kids.

And, by expanding Florida’s iconic wildlife corridor, current and future generations of Florida families will have the opportunity to experience the wonder and beauty of Florida’s heartland.

From workforce housing, to school choice, to insurer accountability, to public safety, we listened to our constituents, incorporated ideas and feedback from our communities, and made our mark with historic reforms to keep our state affordable and her people free.

Balanced Budget Invests in Infrastructure, Education, Tax Relief & Historic Reserves

On Friday, Senate Bill 2500, the General Appropriations Act, a balanced state budget for the upcoming fiscal year passed the Senate and House floor.

We continue to be in a very unique situation with our budget. We are seeing increases in revenue and record-low unemployment, yet we know Floridians are suffering greatly from inflation, and nationally our economy is projected to face some challenges.

With increases in revenue, we have the amazing opportunity to make key generational investments in many areas of our infrastructure, from workforce housing to transportation, to clean water, to our iconic Wildlife Corridor. While this is positive, we cannot ignore the economic challenges already impacting Florida families and those clearly on the horizon nationally. Rather than spending all we have, this budget holds the line, setting aside historic reserves and providing tremendous tax relief opportunities that will reduce the cost of living for Florida families in a meaningful way.

We also make critical investments to further ongoing relief and recovery efforts as we work to help Southwest Florida and other impacted communities rebuild. Coupled with the significant legislation put forward by Senator Martin, Leader Albritton, and our Select Committee on Resiliency, this budget will help our state be even more prepared for future hurricanes and other significant weather events that come with living on our beautiful peninsula.

Live Local Statewide Workforce Housing Strategy

Senate Bill 102, Housing, by Senator Alexis Calatayud, was signed into law on March 29. The legislation, entitled the Live Local Act, contains a comprehensive, statewide workforce housing strategy designed to increase the availability of attainable housing options for Florida workers who seek to live in the communities they serve.

Floridians are ready to live local, and to spend less time commuting and more time building their lives and raising their families in the heart of the communities they serve. As I travel the state, availability of workforce housing is a top issue on the minds of hardworking Floridians and retirees in every community I visit. With this comprehensive legislation, we are shutting down affordable housing stereotypes and creating attainable housing options needed by the majority of our workforce, the backbone of Florida’s economy.

The Live Local plan is the product of discussions with stakeholders over many years. With their advice and input, we are tackling this complex issue from all angles –incentivizing private sector investment, funding both the SHIP and SAIL programs at historically high levels, providing new avenues for solutions in zoning, encouraging more mixed-use developments in latent commercial areas, and enhancing public access to information about expedited permitting and public property that may be suitable for workforce housing.

In total, I am confident our legislation will improve housing options for Floridians at all income levels and stages of life, so that families don’t have to spend more than 30 percent of their income on housing, and can have the margin needed to save and build the rest of their lives.

Expanding Access to Florida’s Wildlife Corridor

Senate Bill 106, Florida Shared-Use Nonmotorized Trail Network, by Senator Jason Brodeur, expands access to Florida’s iconic Wildlife Corridor. The bill, signed into law by Governor DeSantis on April 11, connects the corridor to Florida’s Greenways and Trails System and the SUN Trail Network, as well as recreational pathways to heritage small towns across Florida.

Our wildlife corridor provides a unique opportunity to experience the wonder and beauty of Florida’s heartland. With this legislation, we have the chance not only to preserve this natural resource for future generations, but to expand access so more Floridians can walk, run, and bike from trail town to trail town, taking in all our great state has to offer.

I envision Florida’s Wildlife Corridor as a top destination for recreational tourists from across the country and around the world. As I have said before, I believe this will be Florida’s Central Park – a legacy we can be proud to leave for future generations of Floridians and visitors to enjoy.

Enhancing Public Safety, Codifying Constitutional Right To Keep And Bear Arms

Senate Bill 150, Public Safety, by Senator Jay Collins, was signed into law on April 3. This robust public safety package codifies the constitutional right of citizens to keep and bear arms and expand tools available to law enforcement and educators working to keep our communities and schools safe.

I stand with Governor DeSantis, Speaker Renner, and Senator Collins, decorated members of our military, who along law enforcement leaders from across the state, agree that eliminating the need for a concealed weapons license in the state of Florida will help more Floridians better protect themselves and their families.

This comprehensive legislation ensures our laws respect the constitutional rights of law-abiding Floridians while at the same time incorporating valuable tools recommended by law enforcement that will increase the safety of our schools and communities.

Historic School Choice, Parental Empowerment Legislation

House Bill 1, Education, sponsored in the Senate by Senator Corey Simon, Chair of the Senate Committee on Education Pre-K-12, was signed into law on March 27. HB 1 contains a comprehensive package of innovations that promote parental involvement and customized K-12 education in Florida. The legislation empowers parents to guide their children’s education by providing for an Education Savings Account for every student in the K-12 system. Incorporating recommendations from the Florida Association of District School Superintendents, the bill also takes the first step towards reducing onerous and excessive regulations on public schools.

The goal of making school choice a reality for every child across our great state has been a long time coming, and with the steadfast resolve and leadership of Governor DeSantis, Speaker Renner, Senator Simon, Rep. Tuck, and many others, school choice is here for every Florida family.

Additionally, this bill reduces some of the outdated, unnecessary, and quite frankly, burdensome regulations public schools have to abide by. By reducing red tape that burdens our traditional public schools, these institutions, which have served our communities for generations, will have a meaningful chance to compete right alongside other school choice options.

Career and Technical Education, Work-Based Learning Opportunities for Grades 6-12

Senate Bill 240, Education, by Senator Travis Hutson, furthers ongoing legislative initiatives that promote career and technical education (CTE), with a focus on work-based learning linked to local employment opportunities for Florida students in Grades 6-12.

More than a decade ago, Florida began the transformation to link education to the realities and opportunities of the economy. Under the leadership of Senate President Don Gaetz and House Speaker Will Weatherford, in 2013 the Legislature passed the Career and Professional Education Act, which began the process of promoting industry certifications in K-12 education, with financial incentives for schools that help students learn skills that directly lead to jobs.

A decade later, under the leadership of President Wilton Simpson and Speaker Chris Sprowls, Florida transformed our workforce system, making it easier for consumers to access services and career planning, and to register for job training. This legislation builds on this tremendous progress by creating additional partnerships between local schools and businesses, expanding opportunities for students to gain on-the-job experience in meaningful, high-paying fields needed in our growing communities.

Increasing Consumer Protection and Insurer Accountability

Senate Bill 7052, Insurer Accountability, by Senator Hutson, contains various provisions intended to increase consumer protection and insurer accountability in Florida.

Over the last several years, during regular and special sessions, we have worked on reforms to strengthen the property insurance market in our state so policyholders have access to quality, affordable, private market property insurance. Ultimately, every homeowner needs property insurance that is reliable and affordable. When disaster strikes, we want to make sure impacted Floridians can successfully navigate the claims process and be compensated for losses in a timely manner.

This legislation continues our efforts to balance fair costs and protections for consumers while strengthening state review and analysis of the insurance market so that bad actors can be held accountable. I commend Senator Hutson for his diligence in bringing stakeholders together to put forward a strong and meaningful insurer accountability package that enhances consumer-friendly provisions of current law and increases transparency between homeowners and insurance companies.

Heartbeat Protection Act

Senate Bill 300, the Heartbeat Protection Act, by Senator Erin Grall, was signed into law on April 13. The legislation protects innocent, unborn life by prohibiting abortions after six weeks gestation, with exceptions for women who are victims of rape, incest and human trafficking, or whose baby has a devastating diagnosis of a fatal fetal abnormality.

The Heartbeat Protection Act builds on Florida’s strong track record of protecting the most vulnerable, especially the unborn, and strengthens state efforts to promote adoption and support families, with significant resources to benefit infants, young children, and parents, which we hope will encourage more Floridians in difficult and unplanned situations to choose life for their babies.

Our bill also includes strong and clear exceptions for rape, incest, and human trafficking, in addition to those already available for the life of the mother. We also clarify the existing exception for the horrible situation when parents are facing the heartbreaking diagnosis of a fatal fetal abnormality.

Comprehensive Legal Reforms

House Bill 837, Civil Remedies, sponsored by Senator Hutson, was signed into law on March 24. The bill reforms Florida’s tort laws to decrease frivolous lawsuits while protecting the rights of Floridians who suffer a loss.

When a horrible accident or incident occurs and people suffer a loss, they should be compensated quickly and fairly. The vast majority of attorneys work very hard to provide sound legal representation for Floridians in these difficult circumstances. Unfortunately, there are a few bad actors who are in the business to draw out civil cases as long as possible, collecting more and more fees from insurance companies.

Litigation drives up the basic costs of goods and services for everyone across all areas of industry and commerce.

Under the leadership of Governor DeSantis, we have taken many steps to help keep Florida affordable for growing families and seniors. This legislation furthers those efforts striking the right balance and protecting the rights of Floridians who suffer a loss, while at the same time safeguarding everyone else against the hidden costs of prolonged litigation.

Protecting Children

Last session we defended and expanded parental rights in education, and the feedback from parents and teachers who appreciate appropriate guardrails on social issues being taught in schools is overwhelmingly positive. This year, we expanded on that good work.

Parents have the right to raise their children as they see fit, and government intervention should be a last resort. Unfortunately, all too often we are hearing about treatments for gender dysphoria being administered to children, often very young children. That’s just wrong, and we need to step in and make sure it isn’t happening in our state.

  • House Bill 1069, Child Protection in Public Schools, sponsored in the Senate by Senator Yarborough prohibits classroom instruction by school personnel or third parties on sexual orientation or gender identity in Pre-K through Grade 8 and expands the role of parents in reviewing and approving instructional materials, with a clear process when a parent wants to object to specific content.   The bill also protects students and teachers from being required to use language that violates their personal convictions. Specifically, the bill prohibits a school from requiring, as a condition of employment, that a teacher refers to a student or another teacher by a pronoun that does not correspond to that person’s sex. Similarly, students cannot be forced to refer to a teacher or to other students by pronouns that do not correspond to the person’s sex.
  • Senate Bill 1438, Protection of Children, by Senator Yarborough, authorizes the Department of Business and Professional Regulation to fine, suspend, or revoke the license of any public lodging establishment or public food service establishment if the establishment admits a child to a live adult performance that depicts or simulates nudity, sexual conduct, or lewd exposure.
  • Senate Bill 254, Treatments for Sex-Reassignment, by Senator Yarborough protects children from being subjected to sex-reassignment prescriptions and procedures. Exceptions are provided for patients with genetic or biochemical disorders as well as those with certain injuries or illnesses.

Congressman Mario Diaz-Balart Introduces the “Secure the Border Act of 2023”

Congressman Mario Diaz-Balart (FL-26), introduced H.R. 2, the “Secure the Border Act of 2023,” a comprehensive border security and immigration reform bill to address the ongoing crisis at our southern border and its implications.

“The crisis at our Southern border is among the gravest threats to U.S. national security in our history. For the last two years, President Biden and his Administration have entirely neglected the escalating crisis at our border, and their lack of action has ceded all control to narco-terrorist cartels, who are now among the most powerful in deciding who comes into our country and at what price.

“As a result, the influx of unaccompanied minors has skyrocketed. Minors are now being used by their “sponsors”– oftentimes adults they have never met– to perform brutal and dangerous jobs across the United States, violating child all labor laws and putting these innocent lives at tremendous risk. Even the New York Times has highlighted the horrors that unaccompanied minors live through and the lack of action from the Administration to protect these minors. A recent investigation found that “The White House and federal agencies were repeatedly alerted to signs of children at risk. The warnings were ignored or missed.”

“President Biden promised a more “humane and fair” immigration policy, but there is nothing humane about the nearly 900 individuals who died last year making their way into the United States. There is nothing humane about the 300 Americans who die daily from fentanyl poisoning that is brought in through our southern border. There is nothing humane about the women and children abused, raped, and killed by cartels. There is nothing humane about unaccompanied minors being exploited and ending up in some of the most punishing jobs in the country.

“On the other hand, the unmanageable chaos at our border has overwhelmed our federal agencies and prevented those with legitimate asylum cases, fleeing murderous dictatorships, from having their case heard and considered. In addition to the Biden Administration’s failed border policy, its foreign policy and record of strengthening regimes like Maduro and Castro continue to destabilize these countries, pushing even more individuals into the United States. This vicious cycle must end.

“House Republicans have spent months holding hearings with border patrol agents, local law enforcement, and stakeholders to hear first-hand about their ongoing struggles and what resources are necessary to enhance security and regain operational control. Today, I am proud to introduce the “Secure the Border Act of 2023,” a border security and immigration reform package that will provide real, thoughtful solutions to restore order at the Southwest border, enhance our national security, and most importantly, protect unaccompanied minors– something that the Administration has refused to acknowledge and failed to act upon.

“Border security is national security, and since the Biden Administration has lacked the leadership to uphold our national security, regain control of our immigration process, or secure our borders, I am proud to lead this effort in the House and deliver on the promise made as a member of the American Security Task Force in Congress. It is long past the time to take back control of the border from the drug cartels and establish humane and fair policies that adhere to the rule of law.”

When I came to Washington, I promised my top priority would be to make Washington work for Florida’s families. It’s total dysfunction up here, and what’s worse is Washington politicians think they should be able to do and spend whatever they want with no concern for the American taxpayer.

I spend every day fighting back against this reckless spending and big government overreach, and I’m thankful to say House Republicans released a responsible debt limit package plan that would help us accomplish this.

Senators Mike Lee, Ron Johnson, Mike Braun and myself applauded Speaker Kevin McCarthy and House Republicans’ plan to repeal President Biden and Washington Democrats’ obsession with over-taxing and over-spending while reforming the wasteful practices responsible for bringing America’s debt to $31 trillion. Sen. Rick Scott Blasts DHS Secretary Alejandro Mayorkas on Government Censorship and Disinformation

During a hearing in the Senate Homeland Security and Governmental Affairs Committee, Senator Rick Scott blasted Department of Homeland Security Secretary Alejandro Mayorkas on the Biden administration’s censorship of American citizens, a violation of their First Amendment right. Under the leadership of Secretary Mayorkas, the department and others in the Biden administration are implementing this censorship on the basis of “disinformation.” Yet, the narratives Secretary Mayorkas and the administration peddle, like “the border is secure,” “Hunter Biden’s laptop is not real,” “the withdrawal from Afghanistan was successful,” and a “Chinese spy balloon over the United States is not a threat,” are all actual disinformation. We now know, thanks to the Twitter Files exposing it, that the government is working with and funding non-governmental organizations to censor millions of Americans via Big Tech in direct violation of their First Amendment right. The American people deserve better from this administration. Federal bureaucrats who subvert the law should be held accountable.

Senator Rick Scott joined a group of Republican senators and representatives, led by Senator Thom Tillis (R-NC) and Representative Dan Crenshaw (R-TX), to call on all members of Congress “to lead by example” by ceasing the use of the China-based app TikTok and urge the House and Senate rules be amended to ban members of Congress from continued use of TikTok.

Sens. Rick Scott, Marco Rubio & Colleagues Reintroduce Bill to Restore Holocaust Survivors’ Rights

Senator Rick Scott joined Senator Marco Rubio and their colleagues to reintroduce the Holocaust Insurance Accountability Act. This legislation would allow beneficiaries of Holocaust-era insurance policies to bring civil action in U.S. district courts against the insurer for the covered policy to recover proceeds due or otherwise enforce any rights under the policy. Currently, countless Holocaust survivors, and their descendants, have been unable to recover their unpaid pre-Holocaust insurance policies.

Senator Rick Scott said, “I’m proud to join my colleagues to reintroduce the Holocaust Insurance Accountability Act to continue our support for survivors and their families. The Holocaust is more than a history lesson, it is a stark reminder that evil and hate exist in this world. Our memory and support of all of those who suffered must never weaken. Every generation must heed the call to action in the face of evil, and as U.S. Senator, I will continue to support Israel and take action against those who wish to do them harm.”

Sen. Rick Scott Leads Reintroduction of Broadband Buildout Accountability Act to Make Sure Taxpayers Know How Their Money is Spent

Senators Rick Scott, Ron Johnson, Marsha Blackburn, Mike Lee, Todd Young, Roger Wicker, John Thune, Jerry Moran and Dan Sullivan reintroduced the Broadband Buildout Accountability Act to increase transparency for a $42 billion Bipartisan Infrastructure Package (BIF) broadband buildout grant awarded to the National Technology Information Administration (NTIA). This grant is currently exempted from transparency requirements under the Freedom of Information Act (FOIA). Senator Scott’s Broadband Buildout Accountability Act would remove the FOIA exemption and require a full accounting of how the $42 billion of taxpayer money is spent to ensure these dollars are not subjected to fraud, waste, or misuse.

Senator Rick Scott said, “Americans deserve to know how the government is spending their money—especially on a $42 billion grant that will help get essential internet services to those that need it most. This is not the government’s money, it is the hard-earned dollars of American taxpayers and they should know exactly how every cent is being spent. My Broadband Buildout Accountability Act will increase transparency and help ensure this taxpayer money is spent with maximum accountability and return on investment. Sens. Rick Scott & Marco Rubio Urge Corps to Reassess Misguided Easement Policies Harming Florida’s Coasts

Senator Rick Scott joined Senator Marco Rubio in sending a letter to Assistant Secretary of the Army for Civil Works Michael Connor and U.S. Army Corps of Engineers (USACE) Chief of Engineers Lt. General Scott Spellmon requesting them to reassess misguided shoreline easement policies under a Congressionally-directed policy review to allow hurricane risk reduction and coastal storm risk management projects to move forward. Earlier this year, the USACE significantly reduced the scope of a federally-authorized hurricane risk reduction project for Fort Myers Beach, which was one of the communities most severely affected by Hurricane Ian.

Sens. Rick Scott, Marco Rubio Send Letter to EPA in Support of Florida’s Request for Temporary Gasoline Waivers

Following last week’s devastating flooding in South Florida, the distribution of fuel has been significantly impacted; causing gasoline shortages across the region. In an effort to help Floridians, Senators Rick Scott and Marco Rubio sent a letter to U.S. Environmental Protection Agency Administrator Michael Regan supporting the approval of the state’s request for temporary waivers for the distribution of gasoline.

Sen. Rick Scott & HSGAC Colleagues Press Mayorkas over Department Failures

During this week’s Homeland Security and Governmental Affairs Committee (HSGAC) hearing to consider the Department of Homeland Security’s (DHS) FY24 Budget, HSGAC Republicans pressed DHS Secretary Alejandro Mayorkas over his department’s dangerous abuses of power and policies that have caused an unprecedented surge in illegal border crossings. Senator Scott pointed out that there has been little to no accountability on the department’s crackdown on disinformation online. During his questions, Senator Scott pressed the secretary on the department violating the law by censoring Americans, as well as the Biden administration’s coordinated effort to spread false narratives online. He referenced the Twitter Files which revealed the government was working with and funding NGOs to censor millions of Americans through Big Tech, a direct violation of our First Amendment rights. When asked, Secretary Mayorkas refused to accept responsibility for the department’s censorship of Americans.

Sen. Rick Scott Issues Weekly Update on Biden’s Inflation

Senator Rick Scott released a weekly update on his actions to address America’s debt crisis and rising inflation. Earlier this week, Senators Scott, Mike Lee, Ron Johnson and Mike Braun released a joint statement applauding Speaker Kevin McCarthy and House Republicans on their sweeping debt limit package that repeals President Biden and Washington Democrats’ obsession with over-taxing and over-spending while reforming the wasteful practices responsible for bringing America’s debt to $31 trillion.

Sen. Rick Scott in Market Watch: The Fed isn’t owning up to its failures. We need to make it accountable.

Senator Rick Scott wrote an op-ed for Market Watch sharing his new bill calling for an independent inspector general at the Federal Reserve. Read more about Senator Scott’s legislation HERE.

In the op-ed, Senator Rick Scott wrote, “The Federal Reserve has become a monster. 

The Fed is the world’s largest and most powerful central bank. It spent years buying up trillions in government bonds, mortgage securities, and other financial instruments. Altogether, its assets add up to a staggering $8.6 trillion…

When the Inspector General Act was passed in 1978, the Federal Reserve was a shadow of what it is now. Maybe that’s why the Fed was allowed to get away with appointing its own inspector general, who reports to the Fed’s board. That sets it apart from the more than 30 federal agencies that have truly independent IGs appointed by the president and confirmed by the Senate. Can anyone make a good argument for why the Federal Reserve doesn’t have that level of oversight? I haven’t heard one yet.

Thankfully, oversight isn’t a partisan issue, but when I announced my new bill last month with Sen. Elizabeth Warren, a Democrat from Massachusetts, to put an independent IG at the Fed it shocked the heck out of hyper-partisan Washington…

The Fed’s trillions aren’t its only problem. It’s supposed to oversee banks, but Silicon Valley Bank failed on its watch. It’s clear that we need answers and accountability that cannot be provided by the current system…

Having little to no accountability at the Fed is not acceptable and has proven to have disastrous consequences. If we do nothing, we risk repeating 2008, when the federal government failed to do its job, no one at the Fed was held accountable, and no changes were made there…

For years, Powell has horribly mismanaged the Federal Reserve. I’ve been calling on the Fed to scale down its massive balance sheet after years of maxing out its ability to purchase treasuries and mortgage backed securities. Neither Powell nor any member of the Fed Board has been able to explain the rationale for a nearly $9 trillion balance sheet…

We can’t wait any longer for big change at the Fed. Consumers and American families must not bear the brunt of the failures of gross mismanagement and greed at their banks or the incompetence and misdeeds of the government regulators who are there to protect them. It’s time for Congress to stand up and demand accountability.”

Sen. Rick Scott in Wall Street Journal: The Value of Work for Teens as Well as Adults

Senator Rick Scott responded to a recent editorial in the Wall Street Journal with a letter to the editor sharing his story about the value of working hard from a young age and highlighting his Let’s Get to Work Act. Senator Scott grew up poor, in public housing, and to make ends meet he got a job in the second grade to help his family. He refers to the jobs as a blessing—not a burden—because of the strong principles he learned from working hard.

In the letter, he highlighted his Let’s Get to Work Act which would encourage able-bodied Americans to enter into the workforce. Senator Scott’s Let’s Get to Work Act ends the current suspension of work requirements for the Supplemental Nutrition Assistance Program (SNAP), which was put in place during the pandemic, and expands these requirements to apply to all able-bodied adults receiving benefits who are under 60-years-old and do not have children under the age of six or care for incapacitated individuals. This legislation also establishes similar work requirements for individuals receiving federal benefits through the Department of Housing and Urban Development’s (HUD) Public Housing and Tenant-Based Rental Assistance programs.

In the letter to the editor, Senator Rick Scott wrote, “When I was in second grade, I got a job selling TV Guides door to door to make a little money…

I grew up poor, lived in public housing and watched my parents struggle every day to put food on our table, so having these jobs was a necessity for me. But this early introduction to working was a far greater blessing than a burden… these jobs taught me the values of being dependable and working hard…

I recently reintroduced my Let’s Get to Work Act to return work requirements … We need every American who can work to do so…

We need more Americans to understand that, and I bet if we had more young people in the workforce, our future generations wouldn’t have the same problems we have today.”

Congressman Diaz-Balart Meets with Columbian President Gustavo Petro

Congressman Mario Diaz-Balart (FL-26), Chairman of the State, Foreign Operations, and Related Programs (SFOPS) Appropriations Subcommittee in Congress and Co-Chair of the Congressional Colombia Caucus, was joined by his colleagues from the Colombia Caucus in a meeting with Colombia’s President Gustavo Petro to express the importance of the close U.S.-Colombia partnership and raise concerns about the actions and comments from Colombia’s new president.

“As co-chair of the Congressional Colombia Caucus, I joined a caucus meeting today with Colombia’s newly elected president in respect for the longstanding relationship between the United States and Colombia, our close ties to the Colombian people, and to express my grave concerns directly with the new government. Since the highly successful Plan Colombia, the United States has provided more than $13 billion in assistance to promote security, eradicate drug trafficking, and combat terrorism in Colombia. However, the actions and comments from Colombia’s new president have put the largely successful U.S.-Colombia relationship in jeopardy.

“As Chairman of the State, Foreign Operations and Related Programs Subcommittee, I will not permit U.S. taxpayer dollars to support a government in Colombia that sustains the Maduro regime with intelligence-sharing or funding, allows Russia a foothold in the country, partners with the Cuban regime to facilitate human trafficking, or that enables drug trafficking and production.

“Should the current president decide to support malign, anti-American actors in our hemisphere, then he will be responsible for destroying the foundation of our countries’ relationship.”

Dear Fellow Floridian,

As I’ve traveled throughout Florida, I’ve witnessed the loss and devastation Florida’s families, small businesses and communities experienced from Hurricanes Ian and Nicole. Folks in the Sunshine State are still picking up the pieces, and this is especially true of our agricultural communities, farmers and growers.

Earlier this week, Congressman Scott Franklin and I hosted a roundtable with the Highlands Citrus Association and citrus growers from Highlands, Hardee, Hendry and Glades Counties to discuss pressing issues facing the citrus industry. We spoke with them about what they need to continue recovering and updated them on our Block Grant Assistance Act, which Representative Franklin and I are fighting to pass. This critical bill ensures the U.S. Department of Agriculture provides needed relief to agriculture producers devastated by Hurricanes Ian and Nicole and gives the agriculture secretary needed authority to provide block grants to the state of Florida to assist producers affected by the two hurricanes.

These folks are the backbone of our state, and I won’t stop fighting to make sure that the federal government keeps showing up for them.

Sen. Rick Scott on Biden’s Inflation Crisis: Washington Must Stop the Reckless Spending

Following the latest Consumer Price Index (CPI) release from the Bureau of Labor Statistics (BLS), Senator Rick Scott released the below statement highlighting the need to implement substantive fiscal reforms to end the ongoing inflation crisis fueled by the Biden administration’s reckless tax-and-spend agenda. March’s CPI data shows that there has been a significant rise in inflation during Biden’s presidency, with CPI increasing 5.0% in March 2023 and 15.4% since Biden took office.

Senator Rick Scott said, “I grew up poor, lived in public housing and watched my parents struggle to provide for us. I think about that and what my mom went through every day as I travel around Florida and hear from families about how inflation is making it nearly impossible to make ends meet. Since Joe Biden took office, inflation has risen 15.4% and has remained extraordinarily high. Now, by ignoring the opportunity to fix this with the debt ceiling, Biden is showing he has no plan to get America’s fiscal house in order. We can’t accept that. Now is the time to make structural spending reforms that bring fiscal sanity back to America. Now is the time to slash the bureaucracy so American business can boom again and untie itself from the mass of red tape from Washington’s burdensome regulations. American families deserve better than this broken status quo.”

With Double Digit PPI, Biden Continues to Lie About Inflation Crisis Hurting Florida Families

Senator Rick Scott released the below statement following the latest Producer Price Index (PPI) release from the Bureau of Labor Statistics (BLS), which showed inflation continued to rise in March increasing 2.7% over the year. Since Joe Biden became president, PPI has risen 16.7% over the past two years.

Senator Rick Scott said, “Producer Price Index inflation is up 16.7% since Joe Biden took office. It’s not only a crisis the White House caused, but continues to shamefully deny and ignore. Ask any family if they are better off today than they were two years ago and they will say no. I grew up watching my mom struggle to put food on the table and no family should have to go through that. Until we see real reforms when it comes to how Washington manages debt, families will continue struggling. I WILL NOT stand for that. It is time to get Washington’s fiscal house in order, stop the reckless spending, balance the budget and grow the economy. It’s time for Biden to meet with Speaker McCarthy so that Congress can do its job and stop letting families struggle—it is time to put together a plan, and return to fiscal sanity in Washington.”

Wall Street Journal: Why is America Still Flying the A-10 Warthog, A Cold War Relic?

Senator Rick Scott shared the following story from the Wall Street Journal highlighting his work to fight for Florida’s military missions and to advance America’s national security interests.

Reporting for the Wall Street Journal, Daniel Nasaw writes, “Every day, teams of technicians at a vast Air Force base in Tucson, Ariz., tend to a fleet of attack jets the Pentagon has been trying to retire for more than a decade. They have picked replacement parts from the base’s famous ‘Boneyard,’ where old military planes go for scrap, which stretches far into the surrounding desert.

The Air Force has said for years that the A-10 jets, nicknamed Warthogs for their bulky silhouette and toughness in a fight, have passed their prime and will be vulnerable in the wars of the future. The production line where they were made fell silent in the mid-1980s, and the average A-10 here is four decades old. Its job can be done by newer, more advanced planes, the Air Force says.

‘The A-10, while it has served us well, is simply not a part of the battlefield of the future,’ said Lt. Gen. Richard Moore, the Air Force’s deputy chief of staff for plans and programs.

The Air Force said if it had been allowed to retire the A-10s at its desired pace, it would have freed up more than 900 total pilots, mechanics and support personnel that could be reassigned to advanced aircraft, especially the F-35.

Congress has other ideas. Bowing to members whose constituencies are dependent on the jet for jobs and the flow of federal tax dollars, it has instead insisted nearly all the planes keep flying at a cost of more than $4 billion over the past 10 years.

This kind of intervention is common—and is impairing the U.S.’s ability to respond to rapidly modernizing Chinese forces in a new era of great-power competition, say current and former senior defense officials and military analysts…

‘Is it just pure politics?’ Florida Republican Senator Rick Scott asked General Brown and Air Force Secretary Kendall at a May 2022 hearing, complaining about what he described as money wasted on A-10s. ‘I just don’t get this, this idea that we have to maintain something we’re not anticipating using anytime again. And we’re not spending enough money on F-35s.’

…Last year, Sen. Scott’s proposal to retire 63 A-10s was defeated by lawmakers siding with Arizona’s Sen. Kelly, who also sat on the Armed Services committee.”

One of the most exciting projects we are preparing to launch is a new jury management system. I understand that many of you might have felt dread the first time you received your jury summons.

Implementation of New Jury Management System to Improve Juror Process, Efficiency, and Reporting in Collier County

Our office is pleased to announce the implementation of the new jury management system for the Collier County Courthouse. With this high-tech management system, the jury selection process will be streamlined to save time for potential jurors in responding to a summons and automate the overall process for the convenience of jurors, judges, and attorneys.

Phase I of Collier Legal Notices Website is Expected to Launch in the Second Quarter of 2023

Collier County will be among the first in the state to launch its own website where the public will be able to view legal notices related to tax deeds, the Value Adjustment Board (VAB), and more. The first of three phases is currently in testing and we expect to launch phase one in the second quarter of 2023.

2023 Operation Green Light Results

Last Saturday, March 25, 2023, Collier County residents seeking to get back on the road joined us for the 2023 Operation Green Light at the Heritage Bay Satellite Office. We were able to collect $18,626.31 in total receipts with $7,642.87 in revenue.

Through the 2023 Operation Green Light, 100 cases were resolved with 59 being paid in full and 41 cases being placed on payment plans. 37 residents were able to have their driver’s licenses reinstated.

The Annual Passport Saturday will be held on Saturday, April 22, 2023, from 9:00 am – 2:00 pm at the Heritage Bay Government Services Center located at 15450 Collier Blvd, Naples, Florida. Passport Saturday is a one-day event held all throughout the state to accommodate residents who are planning to apply for a United States passport but are unable to do so on a regular work day.

For the past 100 years, Collier County’s Clerks of Court have played a vital role in managing the county’s courthouse, ensuring the safety of taxpayer dollars, and executing our many statutory duties. There have only been nine Clerks serving Collier County, some of whom were appointed by the presiding governor while the majority, including myself, were elected by County voters.

March 31 Legislative Update – Senate President Kathleen Passidomo

This week, I had the honor and privilege of joining Governor Ron DeSantis as he signed the Live Local Act into law.  This legislation implements a comprehensive strategy to increase housing options and make housing more attainable for Florida workers, families and retirees.

It is clear that the broad appeal of the free state of Florida has impacted our population and our housing needs.  Countless families and business owners have fled high-tax, lockdown states in search of a better life in Florida.

As our state continues to grow, our Live Local Act will make sure Floridians can live close to good jobs, schools, hospitals, and other critical centers of our communities, while fitting comfortably in their household budgets, no matter the stage of life or income.

Also this week, the Governor signed House Bill 1, Education, which expands school choice to every student in Florida.

It was an incredible week for Florida.  Because of these and many other priorities we’re working to pass this session, the Sunshine State will remain the best state in the greatest nation in the world.

Live Local Act Signed into Florida Statute by Governor Ron DeSantis this Week

Governor Ron DeSantis signed Senate Bill (SB) 102, the Live Local Act, representing the largest investment for housing efforts in state history.

“This legislation provides record support for Florida’s workforce and their families to help them live where they work, while also providing historic support for our military communities and the families living near military bases,” said Governor Ron DeSantis. “I applaud Senator Passidomo for leading on this legislation and look forward to the support it will provide to Florida families.”

The Live Local Act invests a record $711 million for housing projects and assistance through the Florida Housing and Finance Corporation (FHFC) to create or build upon housing programs. This includes:

  • $259 million for the SAIL program to provide low interest loans to developers building workforce housing. $150 million of these funds are recurring for certain specified uses such as redevelopment of underused property and projects near military installations.
  • $252 million for the SHIP program to provide local governments with incentives to build partnerships with developers who are preserving available housing or producing more housing.
  • $100 million for the Florida Hometown Heroes Housing Programto provide down payment and closing cost assistance to first-time home buyers with a focus on law enforcement, first responders, teachers, active duty military, and military veterans.
  • $100 million for FHFC to implement a loan program to alleviate inflation-related cost increases for FHFC-approved housing projects.

Additionally, this bill builds upon efforts to help Floridians afford to purchase their first home by codifying the Hometown Heroes program and increasing the borrowing limit per loan to $35,000 or 5% of the purchase price of a home. This bill will also broaden FHFC’s ability to invest in affordable housing for those that are currently in the foster care system or who are aging out of the system and expands eligibility for the Job Growth Grant Fund to authorize public infrastructure projects that support expanding housing opportunities.

This legislation also creates a new tax donation program to allow corporate taxpayers to direct certain tax payments to the FHFC, up to $100 million annually, to help fund the SAIL program and increases the amount of tax credits available through the Community Contribution Tax Credit Program from $14.5 million to $25 million annually. Additionally, the bill provides a sales tax refund of up to $5,000 on building materials for housing units funded through FHFC.

 

 

Historic Legislation Signed into Law to Expand School Choice Options to All Florida Students

House Bill 1, Education, sponsored in the Senate by Senator Corey Simon, Chair of the Senate Committee on Education Pre-K-12, was signed into law earlier this week by Governor Ron DeSantis.

HB 1 contains a comprehensive package of innovations that promote parental involvement and customized K-12 education in Florida. The legislation empowers parents to guide their children’s education by providing for an Education Savings Account for every student in the K-12 system. Incorporating recommendations from the Florida Association of District School Superintendents, the bill also takes the first step towards reducing onerous and excessive regulations on public schools.

The goal of making school choice a reality for every child across our great state has been a long time coming, and with the steadfast resolve and leadership of Governor DeSantis, Speaker Renner, Senator Simon, Rep. Tuck, and many others, today is the day school choice is here for every Florida family.

Additionally, this bill reduces some of the outdated, unnecessary, and quite frankly, burdensome regulations public schools have to abide by. By reducing red tape that burdens our traditional public schools, these institutions, which have served our communities for generations, will have a meaningful chance to compete right alongside other school choice options.

 

 

Yesterday, I stepped down from the President’s rostrum for the chance to debate in support of HB 543, specifically the Safe School Canine Program.  I worked with Marion County Sheriff Billy Woods on this innovative program.  This is just one component of the bill that will improve school and community safety. I also worked on this bill with Pinellas County Sherriff Bob Gualtieri, Chair of the Marjory Stoneman Douglas Public Safety Commission, and we included many recommendations of the commission to improve school safety.

HB 543 will help keep our schools safe by making sure we swiftly identify threats and get more kids the services they need to live a safe and successful life. Sheriff Gualtieri has shared with me that threat management is hands down the greatest opportunity we have in the State of Florida at prevention and keeping violent incidents from happening. Threat prevention is all about identifying behaviors, getting people help and keeping them off the pathway to violence. Silos create a void that adversely impacts public safety. With this bill, we are breaking down the silos and improving the flow on information. You can’t help what you don’t know about. When a behavior is identified, we want to make sure if the child relocates, the new school district knows about it so the student can stay on the right track.

We are also adding to the threat management team someone with personal familiarity with the child.  Someone who actually knows the child can provide valuable information that helps differentiate behaviors, which is critical to separating minor challenges that require correction from serious issues that require intervention.  Most importantly, we are creating a consistent, statewide operational process for threat assessments so they are done in the same way in every county.

 

 

Measure Protecting Innocent Life Presented on the Senate Floor

Thursday, Senator Erin Grall (R-Fort Pierce) presented Senate Bill 300 on the Senate Floor where she answered questions from fellow senators on her legislation. SB 300 builds upon previous pro-life legislation passed into law and provides further protections for unborn children.

With an unprecedented opportunity as lawmakers to protect innocent life, and to stand with the brave moms who choose life for their babies, this legislation provides for robust protections of innocent life by prohibiting abortions after six-weeks gestation.

As amended on the Senate floor, SB 300 maintains current law exceptions to the six-week abortion prohibition, which protects the life and health of the mother and for the devastating diagnosis of a fatal fetal abnormality. This legislation also expands exceptions and includes a 15-week exception for women who are victims of rape, incest, or human trafficking. In instances of any known or suspected human trafficking, the physician must report this to local law enforcement if the woman is 18 years old or older or to the Florida Department of Children and Families if she is a minor.

This legislation also promotes healthy families and supports parents who chose life for their babies by providing additional counseling or mentoring services as well as providing millions of dollars for nonmedical material assistance to families such as car seats, cribs, clothing, formula, and diapers.

This legislation will make Florida a beacon of hope for those who understand that life is sacred and must be protected.

 

Florida Senate Works to Lower the Cost of Prescription Drugs

Senator Jason Brodeur (R-Sanford) presented Senate Bill 1550 in the Senate Committee on Health Policy where it passed with unanimous committee support. Cited as the “Prescription Drug Reform Act”, SB 1550 institutes comprehensive reforms of Florida’s prescription drug policy to increase transparency, eliminate predatory practices, and protect consumers.

This legislation requires that prescription drug manufacturers publish information on price increases in a public manner in order to address the transparency issue regarding prescription drug pricing. Provisions in this policy put a stop to predatory practices such as spread pricing and pharmacy clawbacks that increase costs for patients.

Further, this legislation holds pharmacy benefit managers (PBMs) accountable under the Florida Insurance Code and requires disclosures regarding certain business activities. SB 1550 also prevents Pharmacy Benefit Managers from steering patients to certain pharmacies in order to increase profit.

These measures will lead to greatly improved transparency in the prescription drug marketplace and increased accountability for manufacturers and distributors. Florida’s health care consumers deserve the ability to obtain their critical medications without the shell game that the pharmacy benefit managers and drug manufacturers have created to profit off of Florida’s patients
