Congressman Francis Rooney Votes to Support Tougher Penalties for Sanctuary Cities and Illegal Immigrants

Washington, DC – This afternoon, Congressman Francis Rooney voted in support of two bills that will strengthen penalties against sanctuary cities and assist law enforcement in protecting our borders.

H.R. 3004, Kate’s Law, would impose enhanced criminal penalties for illegal aliens with serious criminal records that have been convicted of illegal entry and subsequently return to the United States.

H.R. 3003, No Sanctuary for Criminals Act, would provide for stricter penalties for jurisdictions that operate as sanctuary cities, including barring Department of Justice and Homeland Security grants from being allocated to sanctuary jurisdictions.

Congressman Rooney stated, “It is tragically too late to save the life of Kate Steinle, who was murdered by a 5-time deported criminal illegal alien with seven prior felony convictions. We must deter illegal immigrants who have been convicted and deported, from re-entering our country. This deterrent will protect our citizens and assist in preventing the loss of more innocent lives. In addition, the bill focuses on preventing highly organized and brutal gangs such as MS-13 from taking advantage of our immigration loopholes to traffic drugs and negatively influence our children.”

Congressman Rooney continued, “Today we have also taken action against rogue cities that refuse to respect federal law, yet believe they should be entitled to federal funding. Cities who refuse to uphold the law should not receive one penny of federal grant money. The safety and security of our communities are at stake.”

Background for H.R. 3004 and H.R. 3003:

Kate’s Law (H.R. 3004) – This bill protects public safety by enhancing penalties for deported felons who return to the United States. The bill is named after Kate Steinle, who was murdered in San Francisco by an unlawful immigrant who had previously been deported five times and was convicted of multiple felonies. In another tragic example, Nicodemo Coria-Gonzales—a criminal immigrant previously deported at least five times—is reportedly responsible for nearly a dozen sexual assaults. He allegedly kidnapped a woman and attempted to light her on fire using gasoline, and kidnapped and raped a 68-year old woman.

The No Sanctuary for Criminals Act (H.R. 3003) – This bill strengthens the law to combat dangerous sanctuary policies that shield unlawful and criminal immigrants from federal immigration enforcement.

  • Provides More Tools to Fight Sanctuary Policies and Punish Rogue Cities: Specifically, the bill clarifies U.S. Immigration and Customs Enforcement (ICE) detainer authority—the tool used by federal immigration enforcement officers to pick up criminal aliens from local jails—by establishing statutory probable cause standards to issue detainers for the first time. It also withholds certain federal grants from jurisdictions that violate federal law by prohibiting their officers from communicating with ICE.
  • Protects the Public from Dangerous Criminals: The No Sanctuary for Criminals Act also contains Sarah and Grant’s Law, which ensures unlawful immigrants convicted of drunk driving or arrested for other dangerous crimes are detained during their removal proceedings.

Distinguished guests, ladies and gentlemen: what a day…

It is a great honor to be here today at West Point, one of the foundational keystones of our nation, and to join you on behalf of our commander-in-chief, President Trump, to pay his respects, and the respects of the American people, to the Military Academy’s class of 2017.

I would never have imagined when I joined the military at age 18 that I’d be standing here, nor can you anticipate where you’ll be many years from now.

By the time this class was in first grade classrooms in every state in our union, our country had been thrust into a war by maniacs who thought by hurting us they could scare us. Well we don’t scare, and nothing better represents America’s awesome determination to defend herself than this graduating class.

Every one of you could have opted out. You’d grown up seeing the war on ‘round-the-clock news. There was no draft. Colleges across this land would have moved heaven and earth to recruit you for schools that would never make such demands on you as West Point, starting with Beast Barracks, an aptly named introduction to the long gray line, creating American soldiers who are at their best when times are at their worst…

Today in honoring you graduates, in celebrating your achievements and giving thanks for your commitment, we can see clearly your role in our world.

You graduate the same week that saw the murder of 22 innocent young lives. Manchester’s tragic loss underscores the purpose for your years of study and training at this elite school.

For today you join the ranks of those whose mission it is to guard freedom and to protect the innocent from such terror.

We must never permit murderers to define our time or warp our sense of the normal.

This is not normal and each of you cadets graduating today are reinforcing our ranks, bringing fresh vigor, renewing our sense of urgency and enhancing the Army’s lethality needed to prove our enemies wrong. you will drive home a salient truth: that free men and women will volunteer to fight, ethically and fiercely, to defend our experiment that we call, simply, “America.”

You graduates, commissioned today, will carry the hopes of our country on your young shoulders.

You now join the ranks of an army at war. Volunteers all, we are so very proud of you, cadets, for taking the place you have earned in the unbroken line of patriots who have come before.

Your oath of office connects you to the line of soldiers stretching back to the founding of our country…and in the larger sense, it grows from ancient, even timeless roots, reflecting the tone and commitment of youth long ago who believed freedom is worth defending.

In terms of serving something larger than yourself, yours is the same oath that was taken by the young men of ancient Athens. They pledged to “fight for the ideals and sacred things of the city…to revere and obey the city’s laws and do [their] best to incite a like respect” in others, and to pass on their city-state as “far greater and more beautiful” than they had received it.

In that sense, it is fitting the cadet cover you wear today, for the last time, features the helmet of the greek goddess Athena, echoing respect of civic duty found in a democracy, and of a nation, in President Lincoln’s words, of the people, by the people, for the people.

After four years at West Point, you understand what it means to live up to an oath; you understand the commitment that comes with signing a blank check to the American people, payable with your life.

My fine young soldiers, a few miles northwest of Washington at Antietam battlefield cemetery is a statue of a Union soldier standing at rest, and overlooking his comrades’ graves. It is inscribed with the words, “not for themselves, but for their country.”

How simple that thought. so long as our nation breeds patriots like you, defenders who look past the hot political rhetoric of our day and rally to our flag, that Army tradition of serving our country will never die.

To a high and remarkable degree, the American people respect you. we in the Department of Defense recognize that there are a lot of passions running about in this country, as there ought to be in a vibrant republic.

But for those privileged to wear the cloth of our nation, to serve in the United States Army, you stand the ramparts, unapologetic, apolitical, defending our experiment in self-governance…you hold the line.

You hold the line…faithful to duty…confronting our nation’s foes with implacable will, knowing if there’s a hill to climb, waiting won’t make it smaller.

You hold the line…true to honor…living by a moral code regardless of who is watching, knowing that honor is what we give ourselves for a life of meaning.

You hold the line…loyal to country and Constitution, defending our fundamental freedoms, knowing from your challenging years here on the Hudson that loyalty only counts where there are a hundred reasons not to be.

Behind me, across Lusk Reservoir, stands a memorial dedicated to the American soldier. On it are inscribed the words: “the lives and destinies of valiant Americans are entrusted to your care and leadership.”

You have been sharpened through one of the finest educational opportunities in America, given to you by the American people via General Caslen’s superb faculty, who expect admirable leadership by example as soldier leaders.

My view of a great leader is the player-coach. We need coaches, men and women who know themselves, who take responsibility for themselves, coaching their soldiers to the top of their game.

Every soldier in your platoon will know your name the day you step in front of them.

Your responsibility is to know them. Learn their hopes and dreams. teach them the difference between a mistake and a lack of discipline. If your troops make mistakes, look in the mirror and figure out how to coach them better.

And while we never tolerate a lack of discipline, we must not create a zero-defect environment, because that would suffocate initiative and aggressiveness, the two attributes most vital to battlefield success.

In leading soldiers, you will have what F. Scott Fitzgerald called, “riotous excursions with privileged glimpses into the human heart.” So recognize you should never permit your passion for excellence to neutralize your compassion for the soldiers you serve, and who will follow you into harm’s way.

Remember that when the chips are down, it will be the spirits of your often rambunctious soldiers that will provide the reservoir of courage you will need to draw upon.

Rest assured that nothing you will face will be worse than Shiloh. Nothing can faze the U.S. Army when our soldiers believe in themselves.

The chips were down in the freezing cold days before Christmas, 1944, when the Nazi army was on the attack in the Ardennes.

A sergeant in a retreating tank spotted a fellow American digging a foxhole. The GI, Private First Class Martin, looked up and said to the sergeant in the tank, “are you looking for a safe place?”

“Yeah,” answered the tanker.

“Well, buddy,” the private said with a drawl, “just pull your vehicle behind me…I’m the 82nd Airborne, and this is as far as the bastards are going.”

On the battlefield, no one wins on their own. Teams win battles, and if you can win the trust and affection of your soldiers, they will win all the battles for you.

If you wish to be a credit to our nation, you must carry West Point’s ethos everywhere you go and practice every day the integrity that builds your character.

When destiny taps you on the shoulder and thrusts you into a situation that’s tough beyond words… …when you’re sick and you’ve been three days without sleep… …when you’ve lost some of your beloved troops and the veneer of civilization wears thin, by having lived a disciplined life, you’ll be able to reach inside and find the strength your country is counting on.

You are privileged to be embarking on this journey. You will learn things about yourself that others will never know.

We can see the storm clouds gathering. Our enemies are watching. They are calculating and hoping America’s military will turn cynical. That we will lose our selfless spirit.

They hope our country no longer produces young people willing to shoulder the patriot’s burden, to willingly face danger and discomfort. By your commitment you will prove the enemy wrong.

We are not made of cotton candy.

You are a U.S. soldier, and you hold the line.

The class of 2017 now joins an Army that left bloody footprints at Valley Forge…an army that defeated the Nazis’ last gasp at Bastogne…

Your class will be remembered for an Army football team that took to the field of friendly strife and beat Navy… but you will also be remembered for the history you are about to write, and when you turn over your troops to their next commander, they will be as good or better than you received them.

I may not have had the pleasure of knowing each of you personally, but i have very high expectations of you…

Your country has very high expectations of you…

And we are confident you will not let us down because while we may not know you personally, we do know your character, West Point character.

So…fight for our ideals and sacred things …incite in others respect and love for our country and our fellow Americans…and leave this country greater and more beautiful than you inherited it, for that is the duty of every generation.

To the families here today, I can only say: apples don’t fall far from the tree. Thank you for the men and women you raised to become U.S. soldiers.

Thank you too, General Caslen and your team, who coached these members of the Long Gray Line. they will write the Army’s story, and in so doing will carry your spirits into our nation’s history.

For duty, for honor, for country…hold the line.

Congratulations, class of 2017, and may God bless America.

 

 

 

June 2017 Meeting Gallery – Legislative Update

Our Florida State Senator, Kathleen Passidomo, and State Representatives Byron Donalds and Bob Rommel, join us for this annual panel discussion to keep us informed about legislative actions that affect our community.

Florida Citizens Alliance joins lawsuit to stop the political indoctrination of Collier students.

Florida Citizens Alliance has decided, “Enough is enough!”  We are now an active participate along with Collier parents in a lawsuit for an emergency injunction to restart the current “flawed” textbook adoption process. This lawsuit was filed today, May 31st , 2017 in The Circuit Court for the 20th Judicial Circuit in and for Collier County.

The Collier County School Board (CCPS) has violated Florida Sunshine Law and ignored at least four  Florida statutes, all at the expense of our 46,000 plus students who deserve the “highest quality .instructional materials of professionalism and historical accuracy”.  Quote: FS 1003.42

We strongly believe the School Board here in Collier County has violated Chapter 128, Florida’s sunshine law and at least four other Florida Statutes including FS 1003.42, FS 1006.28, FS 1006.31(2), and FS 1006.283.

As parents, grandparent and taxpaying community members, we demand that the Collier School Board pause the current process and start the adoption process over on June 1st  for three overriding reasons: 1) The text book adoption process, that the prior board authorized and that has been used under  the current Board’s supervision, violates Florida Sunshine law (Chapter 286 of the Florida Statutes). 2) This process included hand-picked reviewers with an extreme political bias. Many of these reviewers do NOT represent Collier demographics and have turned this process into biased and political indoctrination. 3) The Social Studies materials Collier School Board members are considering to adopt are riddled with violations of several Florida laws including FS 1003.42, FS 1006.28, FS 1006.31(2), and FS 1006.283.

To approve both the process and any of the materials considered….we repeat any of these materials, the Collier School Board not only violates the School Boards legal/constitutional responsibility but also is fiducially a major waste of budget and taxpayer money.

THIS IS NOT A PARTISAN ISSUE. IT IS ABOUT OUR CHILDREN’S FUTURE, following FLORIDA LAWS and adopting FACTUAL, UNBIASED TEXTBOOKS that are not used to indoctrinate our children. This is three year adoption process. There is no rush and the process can be corrected by following Florida laws.

Reluctantly, after numerous and varied interactions to get Collier School Board members to honor Florida Statutes, we have concluded that our only course of action is to seek an emergency injunction to stop this injustice to each and every student, parent and community member in Collier County.

According to Florida Statute, the Collier School Board is constitutionally responsible for the Instructional materials- NOT the Superintendent, NOT the FL Dept. of Education!

Book – The Vanishing American Adult

America’s youth are in crisis. Raised by well-meaning but overprotective parents and coddled by well-meaning but misbegotten government programs, they are ill-equipped to survive in our highly-competitive global economy.

Congressman Francis Rooney Announces District Town Hall Meeting

Congressman Francis Rooney announced a town hall meeting to be held on Wednesday, May 31st from 5:30 PM – 7:00 PM.

The meeting will be held at the First Presbyterian Church, 9751 Bonita Beach Road SE, Bonita Springs, FL 34135.

Congressman Francis Rooney issued the following statement: “I am looking forward to continuing to engage in an open and civil dialogue with our Southwest Florida community. As with all of our previous town hall forums, I am willing to discuss any and all issues of importance to our constituents. Each trip back home from Washington is spent meeting with constituents, clubs, charities, and business organizations spanning our district. This town hall will further the goal of being readily accessible to all of our citizens.”

For constituents who are unable to attend in person, the town hall will be broadcast in its entirety via Facebook Live. In addition to Wednesday’s town hall, Congressman Rooney has held two previous district town halls, a tele-town hall, and two public water quality forums.

Petition: Pause the Process…Stop Politicizing Kids Textbooks in Collier County Public Schools

Despite being on the Florida Dept of Education’s recommended list, most of the textbooks proposed for adoption by the Collier County Public Schools Instructional Materials Review Committees contain bias and factual inaccuracies. Therefore, these textbooks do not comply with SB 864 and FS 1003.42 and should not be purchased with taxpayer dollars. We need to PAUSE this process. SCHOLARSHIP PROGRAM UPDATE

The Men’s Republican Club of Collier County has always been committed to financially supporting some of Collier County’s high school graduates with pursuing a higher education. Over the years, our scholarship program has evolved from one award to three. The dollar amount now stands at $3500.00.

The recipients appear grateful at the time of the award, however we never hear from them again. Part of the problem was that we don’t have a consistent follow- up system. Our recipient’s attend universities and colleges all over the county and seldom return to Collier County. This has given us reason to change the process and reevaluate our scholarship process.
We know there is a high demand for technicians and skilled trade training. Many in this group need financial assistance to initiate and complete their program. Also, when these students complete their training 85 – 90% stay in Collier County. We have also learned that high school students with 4.0 averages will most likely go to college and tend to be successful with their life goals. However, not all high school students do well in high school, but have ambition and desire to be successful. These potential students need help, mentoring and financial assistance.

Therefore, our Scholarship Committee is doing the following:

  • Bring our narrowly focused program to closure with the awarding of 3 college scholarships for this year to be presented at our June meeting.
  • Present four (4) programs alternatives to membership for consideration. These possibilities focus on our local educational institutions which include two (2) and four (4) year programs. They provide needed skills education to meet our communities’ growing demand for trained workforce professionals.
  • Educational resources under consideration are:
    • Lorenzo Walker Technical College (LWTC). They offer over 25 programs that provide state of the art career and technical courses. Programs include: Air Conditions, Refrigeration and Heating, Air Craft Mechanics, Automotive Service Technology, Welding, Cosmetology, to name a few. Most of these are two year programs. Located in Collier County.
    • Florida Southwest College (FSWC) -2 & 4 year programs that provide Associate and Bachelor degrees or certificates programs. For example: School of Health professionals prepare graduates in Cardiovascular Technology, Nursing, Radio Technology and Paramedics. They provide state of the art career and technical course leading to quick employment upon graduation. Located in Collier County.
    • Florida Gulf Coast University in Fort Myers (FGCU).. About 45% of students come from Southwest, Florida. However, only about 13% of alums live in Collier County. There are five (5) colleges within Florida Gulf Coast. They ae working on developing Master Degree programs.
    • STEM (Science, Technology, Engineering and Math) also located in Fort Myers conducted at FGCU. This gives students exposure, 9th, 10th, 11th grade, via a summer program. Most of these students come from high risk environments. This program includes field trips to research and engineering companies where these skills are required in order to gain employment. It shows these young people that they do have options. Instructors are provided by the University.

Two of the institutions (FSWC, FGCU) will focus on students who have completed at least one year of their selected programs. These two institutions have the option of endowment programs which could take control away from the Men’s Republican Club and would mean we could only fund one of the above mentioned options, as opposed to a variety. Three of these institutions have a more direct impact on the needs of Collier County (Florida Southwest, Lorenzo Walker, and STEM).

There is a much higher probability that these educational investments will be recognized as a factor in improving the lives of a younger generation who will be an important part of our community’s future.

The Scholarship Committee is presently developing a list of selection criteria for all programs. When this is completed we will send it for your review and comments. Our goal is to have this compiled by September 2017 for implementation in 2018.

SPECIAL THANKS to the Scholarship Committee: Joe Davidow, John Thomas, Eric Carter, Neil Curley, Reg Buxton, Mike Lyster, Art Garrison, Rick Tonis, Frank Seninsky. It is not an easy job, and is extremely time consuming, but worth investing in our Collier County youth. Keep in mind that children may be only 25% of our population, but they are 100% of our future.
