This past week, the House Republican Conference voted on new leadership, entrusting Rep. Elise Stefanik (R-NY) to lead our party in working towards taking back the majority in 2022 as our Conference Chair. The Republican Party welcomes healthy debate and differing opinions, but when serving in a leadership position, it is imperative to have a leader committed to prioritizing the party’s future and not petty political infighting that distracts from talking about the issues impacting the people. So, now that we have voted for a new voice in leadership, I am ready to get back to the critical issues that our country is facing: getting Americans back to work, re-opening our schools, and strengthening our economy, and securing our border.

Americans on the East Coast suffered from a gas shortage this past week due to Russian hackers looking to dismantle our economy. While the Colonial Pipeline is currently back up and running, Americans are still feeling the financial burden at the pump. This incident is further proof that we as a nation need to strengthen our energy and fuel independence. We must not allow our adversaries to threaten and hold hostage American energy independence. The hacking and shutdown of the Colonial Pipeline is further proof of how vital the Keystone Pipeline is to the Western United States. Thousands of jobs, energy independence, and affordable access to gasoline for millions of Americans- it’s time to reverse this policy and resume construction of the Keystone XL pipeline.

Despite spending this past week in The Swamp, my staff and I engaged in multiple community events in Southwest Florida. We proudly held our first Tele-Town Hall, which provided our office a way to communicate with thousands of residents at once. We look forward to hosting more in the future as a medium to offer Congressional updates, answer your questions, and learn ways we can work to better the Southwest Florida community.

H.R. 386 – Expressing Support for Recognizing “National Police Week”

Last week, the House Committee on Oversight & Reform held a hearing detailing the tragic events that occurred on January 6th in the U.S. Capitol. As a member appointed to serve the House Committee on Oversight & Reform, I had the opportunity to ask questions to the testifying witnesses. Former United States Secretary of Defense under President Trump Christoper Miller answered my question regarding President Trump’s support of sending the National Guard to Washington D.C., prior to January 6th. In the 21st century, we must teach and learn from our history and swear never to repeat it, but we cannot use our past to divide us, which Critical Race Theory will undoubtedly do.

National Police Week

I was proud to sign the Police Pledge, put forth by Heritage Action for America. By signing the Police Pledge, I am re-affirming my commitment and support to our nation’s police officers and will stand in opposition to any legislation or measure that intends to ‘Defund the Police’.

In recognition of National Police Week, I had the privilege of honoring our law enforcement heroes on the House Floor.

House Minority Leader Kevin McCarthy (R-CA) held a memorial service at the National Police Officer Memorial site in Washington, D.C., to honor all of the LEO’s we have tragically lost.

Last year, there were 362 total deaths in the line of duty, and this year our nation has lost 124 police deaths. Each death is a tragic reminder of the selfless courage embodied by every man and woman who serves in law enforcement.

May we never forget those who paid the ultimate sacrifice in the line of duty.

Held virtually this year, Academy Day serves as an opportunity for interested service academy candidates and parents alike to learn about the application process. I’m grateful to those on the Selection Committee, who have volunteered their time, knowledge, and expertise to ensure Southwest Florida sends the most qualified candidates to our nation’s military service academies.

Rep. Donalds Co-Sponsors Legislation to Combat Critical Race Theory

WASHINGTON—Today, Rep. Byron Donalds (R-FL) joined several of his Republican House colleagues in co-sponsoring two pieces of legislation introduced by Rep. Burgess Owens (R-UT). Both pieces of legislation address the Biden Administration’s proposal to fund education programs informed by Critical Race Theory (CRT).

The paired legislation, which includes a bill that would restrict the teaching of Critical Race Theory within federal institutions and a resolution that highlights the dangers of teaching CRT in U.S. schools, underlines the systemic racism and damaging philosophy within this prejudicial ideological tool.

Upon introduction, Rep. Donalds said:

“Critical Race Theory is a warped ideology that seeks to divide Americans and relitigate the sins of the past by pinning White Americans against Black Americans, which is counterproductive and doesn’t belong anywhere near our children.

“America’s history regarding race is troublesome and deserves the proper attention, but we cannot allow for the degradation of American values and culture through so-called equity training. In the 21st century, we must teach and learn from our history and swear never to repeat it, but we cannot use our past to divide us, which Critical Race Theory will undoubtedly do.”

Rep. Owens said:

“I grew up attending segregated schools in the Jim Crow South during a time when people were treated differently based on the color of their skin. Critical Race Theory preserves this way of thinking and undermines civil rights, constitutionally guaranteed equal protection before the law, and U.S. institutions at large. This is the United States of America, and no one should ever be subjected to the discrimination that our laws so clearly prohibit.”

“Teaching students to be ashamed of our country and to judge each other based on their race is wrong and divisive. Legislative Update – Funding Secured for District 28 – Kathleen C. Passidomo

One of our most important responsibilities is to develop and pass a balanced state budget that funds the priorities of our state for the year ahead.
Some of the key priorities funded in this year’s budget are:
· State highway projects;
· Bonuses to first responders, teachers and childcare providers;
· Reimbursements to health care employees and emergency responders for childcare expenses incurred during the pandemic;
· Funding to modernize Florida’s antiquated reemployment assistance program, CONNECT;
· Ensuring affordable housing, reducing wastewater and mitigating sea-level rise;
· Expediting water quality improvements and supporting environmental restoration.
On a more local level, I am proud to report that I helped secure $21 million in state funding for District 28, which includes Collier and Hendry counties and part of Lee County. Projects funded include:
· Auditory Oral Intervention for Children with Hearing Loss Program — $875,000
· Bonita Springs Home Elevation and Buyout Program — $300,000

This newsletter summarizes the many projects in our region that will receive funding during the upcoming fiscal year, which begins on July 1. First, Governor Ron DeSantis must sign the budget before it can be implemented.
Next week, Senators and Representatives head back to Tallahassee for a special session on gaming. On April 23, 2021, Governor DeSantis and the Seminole Tribe of Florida executed a historic new 30-year gaming Compact that restores the state’s relationship with the Tribe, preserves and offers new opportunities for Florida’s legacy pari-mutuel industry, and provides substantial new revenues for the State of Florida.
During the special session, we will evaluate legislation proposed to comprehensively address gaming issues, ratify the 2021 Compact, update Florida law to better reflect the current gaming climate, combat illegal gambling through a new Gaming Control Commission and offer additional games allowable under Florida’s Constitution.
The proposed gaming legislation seeks to balance the requirements of federal Indian gaming law, the complex pari-mutuel regulatory structure established over decades, and the need to better enforce restrictions against illegal gaming, all while adhering to the new constitutional restrictions on casino-style gaming.

Auditory Oral Intervention for Children with Hearing Loss Receives $875,000
Every child deserves the opportunity to learn, listen and talk, most especially those with hearing loss. The funding of the Auditory Intervention for Children with Hearing Loss Program is crucial for children with hearing loss to receive access to care.
$875,000 will help facilitate hearing screenings and evaluations. The program will also provide listening and spoken language services to children with hearing loss from their birth to the age of three.
The program serves multiple counties and reaches the underserved and rural areas of our region to increase access to audiology services and screenings for children.

Bonita Springs Home Elevation & Buy-Out Program
The budget invests $300,000 to assist in elevating or purchasing homes in Bonita Springs that currently suffer from frequent flooding.
With this funding, the City of Bonita Springs will be able to move families to another area of the city that does not flood. The project will also provide an opportunity to elevate homes thus allowing families and residents to remain safely in their homes. It will also reduce the need for additional funds for the National Flood Insurance Program.

C-21 Bridge will Grant Hendry County Access to Lake Okeechobee
An investment of $3,652,000 will help replace a bridge connection inside the Herbert Hoover Dike to the Lake Okeechobee recreational area. This bridge will provide access for Hendry County law enforcement, emergency vehicles, citizen’s vehicles, bicycles and pedestrian traffic, to Lake Okeechobee.
The existing bridge was lost when the South Florida Water Management Districts removed and relocated the S-169 Structure as part of ongoing repairs and upgrades to the canal system and Herbert Hoover Dike.
The new bridge will meet all up-to-date Florida Department of Transportation and Army Corps of Engineers safety standards.

Collier County Golden Gate Senior Center Construction & Expansion
The provides $250,000 to expand the Collier County Senior Center. The funding will support the design, construction and expansion of the current Golden Gate Senior Center to better serve community seniors.
The expansion will provide additional space for programming and would provide the community access to aid after natural disasters and other large-scale community emergencies.

Collier County Lake Park Boulevard Capital Improvements and Water Quality Flow-way
The Lake Park Boulevard Capital Improvement and Water Quality Flow-way project is the first critical step in a multimillion-dollar series of infrastructure improvement projects.
The $250,000 allocated for the project will support the conversion of septic to sewer, the rehabilitation of the stormwater system, roadway improvements and other related site improvements to promote functionality, health and safety.
The surrounding region includes the Rookery Bay National Estuarine Research Reserve; therefore. it is critical we safeguard our natural resources and residents.

David Lawrence Center (DLC) Wraparound Collier Program Support
The David Lawrence Center (DLC) Wraparound Collier Program (WRAP) will receive $279,112 in funding for the 2021-2022 Fiscal Year.
The program provides specialty mental health services to hundreds of high-risk uninsured children and adolescents in Collier County who have severe to moderate problems in functioning across settings and for whom funding for an appropriate level of care does not otherwise exist.

Everglades City Wastewater Treatment Facility Replacement
As you may be aware, Everglades City’s existing wastewater treatment facility is in very poor condition. That is why I allocated $4,340,160 to fund the replacement of all systems and update the facility to be in compliance with the Florida Department of Environmental Protection.
The facility is located in an environmentally sensitive region that reached the Ten Thousand Islands National Wildlife Refuge, the Everglades National Park and the Big Cypress National Preserve. The funding will allow for the existing facility to be demolished and a new facility to be constructed.
I am committed to protecting our water quality while safeguarding Florida’s natural resources and landscape in a practical and effective manner.

Fort Myers Salvation Army Co-Occurring Residential Treatment Program
To help those seeking rehabilitation and recovery in Southwest Florida, the Fort Myers Salvation Army Residential Treatment Program will receive $300,000 to support its efforts.
The program provides treatment for mental health and substance abuse.
The program hosts 12 felony probation beds to serve approximately 22 persons annually. The cost of the program is $75/day per patient.
Patients will receive medical services including an initial assessment and diagnosis by a psychiatrist and ongoing medication management.
A Mental Health Clinician (licensed or registered intern) will offer weekly in-person counseling, mental health therapy groups, medication and blood work services, and more for successful substance abuse treatment.

Connecting Airglades Airport Industrial Park with Clewiston Utilities will Create Economic Opportunities
The Airglades Airport Industrial Park is located west of Clewiston in Hendry County, on the south side of US 27. The park is shovel-ready for new tenants; however, the development of the property has been hindered by a lack of wastewater capacity.
Increasing wastewater capacity is critical in order to receive additional tenants at Airglades and create much-needed jobs for the region. That is why I requested an investment of $1,000,000 to support the construction, engineering inspection services and the installation of a wastewater force main from Airglades to the city of Clewiston’s existing wastewater treatment plant and utilities.
This project would complete the last piece of a multi-year, multi-agency, multi-million dollar investment and provide economic development opportunities to the surrounding area. The completion of this project is critical in order to sustain the economic environment in Hendry County as a whole and for the entire region.

Funding to Repair Hendry County Port LaBelle Utility System
Port LaBelle is one of the fastest-growing areas in Hendry County. In the past two years, more than 343 homes have been built. With the influx of residents and due to its aging infrastructure, the Port LaBelle Utility System wastewater collection system is in need of repairs.
Funding of $250,000 will help to update and replace the gravity mains and pipes. This project will reduce the infiltration of groundwater, the exfiltration of wastewater, and increase the plant’s capacity.
The project would provide both economic and environmental improvements for Hendry and Glades County.

LaBelle Water Transmission Line
The $1,298,931 funding for the LaBelle Water Transmission Loop project provides a greater degree of safety and consistency for the City of LaBelle water plant and its residents.
The current transmission pipeline serves approximately 7,500 residents. The project will mitigate any water line damage from ongoing construction projects, including the expansion of SR293. This will ultimately help prevent any water shortages for the residents of LaBelle.

Lighthouse of Collier Receives $90,000 to Support Blind Residents
The Lighthouse of Collier provides serves 14,000 area residents by fostering independence and enhancing the quality of life for the blind, visually impaired and their caregivers.
An allocation of $90,000 will help serve 30 or more clients with blindness or vision loss who want to maintain independence in their homes. Clients will benefit from receiving 1:1 instruction in ADL’s (Activities of Daily Living) from a Certified Vision Rehabilitation Therapist (CVRT), Teacher of the Visually Impaired (TVI) or OT with Low Vision Rehabilitation certification, to enable independent living.

Marco Island Improvements with Tide Leveling & Canal Flushing
We secured $270,000 in funding for the San Marco Road Tide Leveling and Canal Flushing Improvement.
The project will install two (2) 48-inch diameter pipe culverts as well as stormwater inlet structures between two (2) canal basins under the San Marco roadway and through existing drainage easements.
Tide leveling and canal flushing are an integral part of the City of Marco Island’s Master Plan for Stormwater pollution control.

Naples Botanical Gardens Receive Funding for Horticulture Campus
Naples Botanical Garden will receive $750,000 in funding to develop a 75,000-square-foot Horticulture Campus.
This campus will enable the gardens to better meet Southwest Florida’s environmental challenges while contributing to global conservation efforts and enhancing its 170-acre property.
This is another win for Southwest Florida as the gardens are a major tourism draw for Collier County.

Funding for the Naples Senior Center at Jewish Family and Community Services
The Naples Senior Center, formerly known as the Jewish Family and Community Services of Naples, manages the only dementia-respite support program in Collier and Southern Lee County.
This cutting-edge, innovative support program provides the highest standard of care to clients with Alzheimer’s disease and related dementias (ADRD). It is designed for seniors who have been diagnosed with early to mid-stage ADRD.
This session, I worked to ensure the Naples Senior Center received $75,000 in appropriations to help support the program.
The program provides a holistic approach to socialization and wellness in everyday living.

Governor DeSantis Implements Ban on Vaccine Passports
On Tuesday, May 4, Governor DeSantis signed Senate Bill 2006, sponsored by Sen. Danny Burgess. This legislation prohibits the use of vaccine passports and gives the Governor the authority to invalidate COVID-19 local emergency orders.
His leadership on this issue gives Floridians the freedom to go about their lives without some of the unnecessary burdens that local governments have been forcing on residents and businesses.

Support Given to Florida’s First Responders with New Bonus Allocation
On Wednesday, May 5, the Governor announced first responders can expect to receive $1,000 bonuses this year. This includes police officers, firefighters and paramedics.
We are grateful for the protection and support our first responders have provided during the COVID-19 pandemic, and they deserve our support.

Voter Reform Bill Signed into Florida Statute Last Week To Protect Floridians
On Thursday, May 6, Governor DeSantis signed Senate Bill 90, Election Administration, by Senator Dennis Baxley into law.
This legislation aims to ensure every eligible and authentic vote cast in the state of Florida is properly counted. It establishes protections against voter fraud, increases the security of mail-in and drop-off ballots, and improves transparency around the voter process.
Our democracy is only as strong as the integrity of our elections. As our world evolves, new threats emerge and new technologies become available, it is important to modernize and enhance our voting processes to protect the integrity of each vote and that of the election’s outcome.

Governor Signs Transformational Legislation to Expand School Choice Options
On Tuesday, May 11, Governor DeSantis signed House Bill 7045 that will provide more education opportunities for children from low-income families and students with unique abilities. The bill expands eligibility for low-income students, and prioritizes military, foster, and adopted students.
“This legislation creates historical levels of flexibility in both schooling and educational services for millions of low-income families and families of students with unique abilities,” said Governor DeSantis. “As we have seen for more than 20 years now, these scholarship programs have elevated so many children and families. I am thankful to Senator Manny Diaz and Representatives Randy Fine and Jason Fischer for sponsoring this inclusive legislation to ensure that all of Florida’s students have the best chance for success.”

Florida Invests in Resiliency
On Wednesday, May 12, Governor DeSantis signed Senate Bill 1954. This comprehensive legislation will ensure a coordinated approach to Florida’s coastal and inland resiliency. The new program will enhance Florida’s efforts to protect our inland waterways, coastlines, shores and coral reefs, which serve as invaluable natural defenses against sea level rise.
Additionally, this bill and the 2021-2022 budget are part of the largest investment in the state’s history – over $640 million – to support efforts to ensure state and local communities are prepared to deal with the impacts of sea level rise, intensified storms and flooding.   
· $12.5 million for the Resilient Coastlines Initiative for resilience projects and coral reef protection.   
· $29 million for establishment and planning efforts of the Resilient Florida Grant Program.   
· $500 million in federal funding for implementation of statewide resilience projects through the Statewide Flooding and Sea Level Rise Resilience Plan.
· $100 million for Resilient Florida Grant Program projects in partnership with local communities, beginning in 2022.   

Governor Signs 15 Additional Bills into Florida Statute Friday, Including CONNECT Website Updates
Last Friday, the Governor signed 15 bills into law including House Bill 1463, Department of Economic Opportunity, by Representative Chip LaMarca.
This legislation will modernize Florida’s unemployment system, specifically the CONNECT website system that suffered major issues during the outbreak of the COVID-19 pandemic last year.
The measure will make the application process for programs much easier and streamlined for those looking to recover and rebuild beyond the public health emergency.

Governor DeSantis signs groundbreaking school choice law

Florida’s nation-leading school choice legislation is now law, and the parents of millions of disadvantaged Florida children will have new opportunities to improve their children’s education and hopes for better lives. Governor DeSantis signed House Bill 7045 Tuesday, providing historic levels of educational opportunities through expanded eligibility for low-income students, and prioritizing military, foster, and adopted students.

“This legislation creates historical levels of flexibility in both schooling and educational services for millions of low-income families and families of students with unique abilities,” Governor DeSantis said.

“By giving parents increased options to choose the education that best meets their child’s needs, we are giving those students unlimited opportunity,” said Commissioner of Education Richard Corcoran.

Highlights of the ground-breaking law include:

Increasing individual scholarship amounts to 100% of the state funding allocated to the child’s education, and expanding access to Florida’s scholarship programs for more families.
Expanding the Family Empowerment Scholarship, lifting children in foster care, out-of-home care, or whose household income level does not exceed 185% of the federal poverty level.
Giving military families the ability to maximize their school choice options.
Expanding use of scholarship funds to cover the full spectrum of a student’s educational expenses, such as tuition and fees, and transportation to another public school, along with providing for special needs of students.

While Democrats challenge our enhanced election integrity laws, we are looking forward to 2022, gearing up with aggressive plans for voter registration and absentee ballot registration. Covid-related issues allowed Democrats to surpass us in absentee voting registration in 2020, and those will still be in effect for the 2022 cycle.

But we are organizing now to counter their advantage in that area by working with our county Republican Executive Committees and grassroots at the local level. More will be coming on this, including how everyone can get involved.

Legislation

Governor DeSantis signed into law the largest investment in Florida’s history to prepare communities for rising sea levels and flooding. Senate Bill 1954 creates a coordinated approach to Florida’s coastal and inland resiliency and enhances efforts to protect inland waterways, coastlines, shores and coral reefs, which serve as invaluable natural defenses against sea level rise.

This bill and the 2021-2022 budget are part of the largest investment in the state’s history — more than $640 million — ensuring state and local communities are prepared to deal with the impacts of sea level rise, intensified storms and flooding.   

The budget portion includes:

$12.5 million for resilience projects and coral reef protection.
$500 million in federal funding to implement statewide resilience projects through the Statewide Flooding and Sea Level Rise Resilience Plan.
$100 million for Resilient Florida Grant Program projects in partnership with local communities, beginning in 2022.   
“Since day one, the resiliency of our state has been a top priority for my administration,” Governor DeSantis said.

Florida Update

Governor DeSantis urged the U.S. Army Corp to reduce harmful discharges to northern estuaries in its new Lake Okeechobee system operating manual. The Governor was joined by Florida DEP Secretary Noah Valenstein and the South Florida Water Management District Board of Directors on a visit to Lake Okeechobee and the Caloosahatchee and St. Lucie rivers. The visit came as the U.S. Army Corps of Engineers finalizes a new water control manual.

The Governor urged the U.S. Army Corps to improve lake management to create more beneficial releases and send more water south during Florida’s dry season, and allow flexibility to avoid harmful discharges in Florida’s northern estuaries.

“In Florida, we are doing our part to expedite Everglades restoration projects and restore the flow of water south from Lake Okeechobee. Under my administration, we have expedited the EAA Reservoir Project, begun constructing the Stormwater Treatment Area 12 months ahead of schedule, and invested over $2 billion in water quality and Everglades funding,” Governor DeSantis said.

Governor DeSantis is honoring Florida’s law enforcement officers this week by lighting the Florida Historic Capitol blue during National Police Week. National Police Week recognizes those who protect our nation and the State of Florida, and those who have made the supreme sacrifice with their lives to protect the freedom of others and preserve law and order in our communities.

“In Florida, we stand behind our police officers who protect our freedoms and defend our society – putting themselves in harm’s way to keep our people safe and our businesses secure,” Governor DeSantis said. “This week we honor them for always responding to those in need.”

Governor DeSantis announced that more than $111 million has been awarded to 22 communities impacted by Hurricane Michael. The Rebuild Florida General Infrastructure Repair Program is designed to provide funding for local governments to strategically rebuild and harden infrastructure in order to prevent or reduce losses from future disasters.

“Hurricane Michael caused catastrophic damage to Northwest Florida and we remain one-hundred percent committed to helping these communities rebuild and recover stronger than before,” Governor DeSantis said.

Welcome to District 3
On May 25, the County Commission will consider an agreement with Club Corp and Big Shots to build and operate a 12-hole golf course and family entertainment and dining facility at the old Golden Gate golf course. The County will construct the golf course and Club Corp will operate the course, with steep discounts for play by Collier County residents. This is the culmination of over 30 years of efforts to bring affordable golf to county residents. Input from you on whether the county should proceed with this project or not will be greatly appreciated.

Greens Fees for County residents will be set by the Collier County Commission and will be substantially less than fees charged at other public golf courses in the county.

The County Commission purchased the existing Golden Gate Golf course and has endeavored to re-establish public golf on a course to be redesigned for the benefit of all Collier County golfing enthusiasts looking for a great course at an affordable price.

Your input is important in all decisions made by the County Commission. Don’t hesitate to call me if you have any questions or concerns about this project.

At the meeting on May 11, the County Commission adopted a resolution recognizing the importance of our law enforcement personnel and thanking them for their service. The names of Collier County and City of Naples law enforcement officers who died in the line of duty was read and their sacrifices acknowledged. The most important function of government is to protect our citizens and visitors from crime and to protect their health and safety. We are fortunate to live in one of the safest communities in the country, thanks to the dedicated men and women in law enforcement.

County Manager Mark Isackson

Mark Isackson, previously the Corporate Financial and Management Services Director for Collier County, was selected in March by the County Commissioners to be the successor to Leo Ochs, who will retire at the end of May. Mark was selected from 35 applicants and was one of five finalists for the job.

Half of Mark’s 34 years of high-level management experience in local government has been earned with the County. “As your new County Manager, I plan to build upon my knowledge of the County organization and the changes and lessons learned over the past year that have impacted it. I will foster further innovations that spur increased efficiency and operational effectiveness”.

Prior to joining Collier County, Mr. Isackson served as Village Manager of Carpentersville Illinois, Brookfield Illinois, City of Norway Michigan, and Village of South Elgin Illinois. Mark’s educational background includes a Masters Degree in Public Administration from Northern Illinois University.

Metropolitan Planning Organization (MPO) Board Meeting – 9 am Friday, May 14, 2021

The Collier Metropolitan Planning Organization (MPO) Board will meet at 9:00 a.m. on Friday, May 14, 2021. This will be a Hybrid Remote meeting and it will be held in the Board of County Commissioners Chambers, third floor, Collier County Government Center, 3299 Tamiami Trail E., Naples, Florida. Naples Zoo Free Collier County Resident Appreciation Days – May 14-15, 2021

Naples Zoo will welcome Collier County residents with free timed admission tickets Sunday, May 14 and Monday, May 15. Free timed admission tickets can be reserved at time of registration. To register please visit https://www.napleszoo.org/collier. Each adult must show proof of residency at the entry.

Under normal circumstances, Naples Zoo offers all Collier County residents free admission on the first Saturday of every month as a tangible thank you for voting to save the Zoo in 2004. Due to federal government and CDC restrictions for safe social distancing, the Free Saturday program has been suspended until further notice. Naples Zoo typically sees anywhere from 3,000 to 6,000 guests in a single day on Free Saturday. In order to continue to show gratitude, Naples Zoo is offering four full days of free timed admission tickets for Collier County residents.

Collier County encourages all residents to sign up for Alert Collier, the County’s new mass notification system. When you sign up with Alert Collier you can enter up to five addresses within the County boundaries that you would like to receive emergency alerts about. Enter your home, work, relative, school or any other address that’s important to you.

Should an alert be issued for that location, you will receive a notification.
You can sign up with your cell phone to receive calls and/or text messages, your email address(es), home phone, business phone and hearing impaired device. Collier County encourages you to also download the Everbridge Public Safety app (free in the iOS, Android and Windows app stores), this app will allow you to see all public notifications issued across the State and Country by other Everbridge users. MY COMMENTS AT RIBBON CUTTING EVENT:
“What a great day for District 1 & all of Collier County. Thanks to all of you who took the time to attend… current County & Marco leaders… & those past leaders who did as well—it truly takes a TEAM. Some may look at this terminal and say it’s a “pretty building but I don’t own a private jet… so how does this help me?“ This is MORE than a pretty building for private aircraft owners & passengers who use it to traverse Collier County. It also increases our outreach, improves our capability, & even our safety preparation.

As a retired Air Force Colonel & former military Base Commander, an airfield & terminal like this in our community is a Godsend. Not just for those who use it to visit our community, support our businesses, add to our tax base… but it’s an incredible capability & resource for all of Collier County. Imagine for once a Hurricane Katrina (not an Irma—but a Katrina) hit this area straight on. What we now have is a landing strip for FEMA, a takeoff & landing resource for personnel to help us recover, deliver supplies, & to keep Collier County connected & accelerate our recovery. This new terminal could quickly be converted to a command post for FEMA, the Red Cross, and a multitude of other agencies looking for command centers with modern capability… THIS IS ONE.

We have so many projects completed… & many in the works in District 1 & across Collier County. We are raising the road at Goodland Drive, addressing many long-standing needs at Tigertail & Caxambas, & we just had an amazing successful U.S. Open pickleball tournament at our East Naples Community Park. All because of projects long ago that now make us a showplace across the country. However, we also need to ensure EVERY project is a learning experience. Often times people don’t want to talk about “past history”… But my view is we MUST always learn from it… and ensure we ALWAYS improve… and don’t repeat mistakes. We ARE public servants… our taxpayers expect & deserve quality projects, the best bang for their buck, and projects that are “ON TIME & ON BUDGET. This is now our NEW District 1 mantra! When that doesn’t happen, we must learn from that history… and not repeat it.

Thank you to everyone who FINALLY made today possible! We have an amazing capability & resource here in District 1 which will be utilized every day… & we hope is never needed for a catastrophe. However, if that ever becomes the case… we will be fortunate & blessed to have this facility. To the many pilots, soon to be pilots, students, passengers, citizens, & guests who pass through these doors… & onto our airfield… those who use this as a pathway to enjoy all the beautiful areas in District 1 & across Collier County… we welcome you to the NEW & IMPROVED Marco Island Executive Airport… Fly Safe & Fly Often… Thank You!”

MILITARY APPRECIATION MONTH – PROCLAMATION

Proud to have sponsored the May 2021 Military Appreciation Month Proclamation in Collier County. Thank you to all current and former members of the United States Armed Forces and their families for their service and sacrifice for our country. We can never say “Thank you” enough.

CAXAMBUS BOAT LAUNCH

Once again visited this small area of Marco utilized heavily by jet ski & kayak rental companies as well as many citizens to figure out how we improve processes & procedures. Use of this location has outpaced its size… & we’ve done little over the years to balance access for all. We have watched rental company trailers doubled in length, but our parking lot hasn’t—& can’t… causing serious safety & congestion issues.

With season over, it may appear the problem has fixed itself—BUT IT HASN’T. We discussed ideas & talked to business owners & citizens to figure out what we CAN DO… instead of ignoring the issues & needed improvements. We also have a large Coast Guard & Community Center being constructed there with completion in early 2022. That will also add to parking & congestion if we don’t get a handle on this issue now—WE WILL.

TIGERTAIL LAGOON

Tigertail Lagoon is on my long list of priorities. Last month I hosted the first-ever meeting of all stakeholders & decision-makers in one room to have them present their ideas for all to hear. As we learned, one group’s solution is another group’s non-approval. Although time & storms have changed the landscape of Tigertail, we also discovered the slower water flow & more shallow areas have improved it as a wildlife preserve… & many new species now inhabit it. So, as we figure out what we CAN do we are also learning what we CAN’T do. Some want dredging, sand moved, etc… and we’ve had ideas for bridges, boardwalks, etc.… BUT some of those ideas are not realistic & not approvable.

Also met “Nick” the new food & rental equipment concessionaire for Tigertail. He’s worked hard to put the finishing touches on the snack bar & beach equipment rental area. The County has been handing out free rental items, water, etc… for weeks as a courtesy while Nick locks in permitting & preparation to open. He’s got a great menu, energetic team, & planning for a soft opening this weekend! While we restore amenities & rental equipment to Tigertail, our team is also installing a new child’s playground which should be ready for a ribbon cutting soon.… more to follow!

HURRICANE PREPAREDNESS WEEK

It only takes one storm to change your life and community. Tropical cyclones are among nature’s most powerful and destructive phenomena. If you live in an area prone to tropical cyclones, you need to be prepared. This is a reminder to start your preparations NOW during Hurricane Preparedness Week May 9th – May 15th.

Determine your personal hurricane risk, find out if you live in a hurricane evacuation zone, and review/update insurance policies. You can also make a list of items to replenish hurricane emergency supplies and start thinking about how you will prepare your home for the coming hurricane season. If you live in hurricane-prone areas, you are encouraged to complete these simple preparations before hurricane season begins on June 1. Keep in mind, you may need to adjust any preparedness actions based on the latest health and safety guidelines from the CDC and your local officials.

TOWN HALLS

ISLES OF CAPRI

We recently had a record-setting 2nd Capri Town Hall! The citizens scheduled it from 6-8 PM… but we left there well after 9 PM ensuring we answered every question to the packed house! Started the Town Hall recognizing FIVE Vietnam Veterans who live on Isles of Capri… presenting them with the Vietnam Veteran Appreciation pin & a Presidential certificate. To Veterans it’s NOT about the pin or certificate… it’s more about a handshake & a thank you that is long overdue.

Following that there wasn’t a dry eye in the house when we then called resident Pat Pschigoda forward. Her brother Kenneth Ott was a Vietnam Veteran who sadly recently passed away from agent orange. I was made aware of this by Pat’s son, William (Bill) Pschigoda, who is a Collier County Sheriff. Both Pat & Bill attended the Town Hall and we presented Pat with a Vietnam Veteran Appreciation pin & Presidential certificate on behalf of her brother. Truly an honor for me to recognize each and everyone of these heroes… in this case Kenneth was certainly looking down from heaven at his sister & nephew… undoubtedly pleased with the recognition he so rightly earned… and the love of his family who ensured he was honored.

Outlined were long-standing projects in surrounding areas that are being successfully accomplished and other major issues that need to be addressed. It is important for tax payers to know how their dollars are being spent across ALL of Collier County and not just their specific neighborhood. As your County Commissioner, I want to get feedback on your community and all of Collier County… and you deserve the same feedback from me. We then discussed topics pertinent to Isles of Capri. Citizen engagement was encouraged and all questions were answered. Isles of Capri is getting the attention it deserves with detailed informative Town Halls and action!

I continue to follow through with my campaign pledge of “bringing the Commissioner to the people“. This was my 2nd Town Hall on Isles of Capri since taking office… and they certainly have a lot of issues, challenges, & opportunities we are addressing aggressively. From speeding, a desire to improve & expand their County park, concerns & support for a proposed “food truck“ area one of their residents is exploring with the County, water/drainage issues, waterway concerns, our discussion concerning septic to sewer exploration, & a host of other things we are working to improve, fix, or get back on track. My thanks to the Isles of Capri Board members who pulled this event together & also especially to Pastor Curt & Pastor Steve from the Capri Christian Church who hosted the event in their amazing facility. We have a lot to do in this part of District 1… and we are working hard with the citizens of Isles of Capri to prioritize their needs & take ACTION!

ARTESIA OF NAPLES

I also had the privilege of recently meeting with residents of Artesia of Naples in East/South Naples. This 261-acre community of 660+ homes borders Rookery Bay & Eagle Creek. After an engaging 2+ hour Town Hall, providing a personal & County overview… answering questions from ALL appreciative citizens… I returned to the community the following week as promised to tour the property to look at flooding areas, roads, traffic issues, & more!

They’ve been working together & leading from the front for years… even when our County wasn’t. Drive through Artesia and you won’t see a cigarette butt or piece of litter. Manicured landscape by citizens who take pride & initiative in their community… and are now excited to partner with a renewed District 1 County team & an engaged Commissioner. Together WE are going to accomplish much to address long-standing issues they couldn’t tackle on their own… We ARE NOW FIXING THAT TOGETHER!

At our Town Hall, citizens appreciated every second of it… and for the first time (as I promised) their Commissioner “came to them”. We covered everything from projects in Immokalee, topics in EVERY District, & just as we’ve done at every Town Hall—ended with topics closer to their home. I knew right away this was a community that would be easy to partner with to get things done for their citizens! During my return visit, Artesia Board VP, Paul Fried spent several hours with me… meeting & also touring me through their community… pointing out all areas where County ACTION is needed. Paul is a former executive of several Fortune 500 companies… and it shows. Now he is contributing his talents as a dedicated Board member representing this community with Pride, Passion, Professionalism, & Purpose. Excited to work together with Paul… and their Board members & citizens of Artesia of Naples! We have a lot to do in Artesia of Naples & their surrounding area… AND WE ARE! Another amazing community in District 1 who I am PROUD TO WORK FOR!

FOREST GLEN

Fantastic meeting with General Manager & Board members of Forest Glen… an East Naples gated residential & golf community on Collier Blvd. It was great to speak with Board members … & even present several Vietnam Veteran Appreciation pins & Presidential certificates. I took a tour of their East Naples acreage getting a close-up view of their amazing facilities & hear concerns about possible growth in the surrounding area. Proud to serve this beautiful District 1 community!

“BRAVO HOUSE” RIBBON CUTTING CEREMONY

An honor to be asked by Dale Mullin President & Founder of the Wounded Warriors of Collier County to be the guest speaker at the ribbon cutting of their second Veterans home in Collier County—the “Bravo House”.

Over a year ago they opened the “Alpha House” in the City of Naples. Extremely successful but disappointing the Naples City Council would NOT approve a variance to let them fill all the beds with Veterans in need. However, instead of dealing with the bureaucracy & red tape of waiting for permission allowing two more beds to be filled… they did what Veterans do when they have a problem—they find an amazing solution… and just opened up another house… the “Bravo House” in Naples (District 4)!

Honored to speak at their ribbon cutting but even more proud of Dale & his team. What a surprise to also have the Community Foundation of Collier County & President/CEO Eileen Kessler present a check for $247,500 to cover all house expenses for a year (and more) serving Veterans who need a hand up, assisting them with employment, healthcare, & other services needed while they get back on their feet.

When many of our citizens are oblivious to homelessness & Veterans in need in our community… Wounded Warriors of Collier County has been taking action for years filling the gap & ensuring “NO VETERAN IS LEFT BEHIND”!

MARCO MAT TEAM

Met with Erin Mia Milchman from the Marco Patriots & also other amazing citizens who make things happen! Erin has led the charge to put a “beach access mat” at the south end of Marco at the public access point across from the County parking lot.

Our group met at the County parking lot location to ensure we are selecting the right spot, designing best layout, & this mat will do everything we need it to do. We also must properly maintain it as this is a heavy beach traffic area. This mat allows more people safe & convenient access! We already have one at Vanderbilt Beach & Tigertail Lagoon… but this South Beach location would be an enormous leap forward allowing access to those who struggle with the soft sand, wheelchairs, strollers, etc.

These mats are not allowed during turtle season (starts May 1) so that’s why we’re planning NOW, locking in the vendor, financing, & getting ready for a Nov 1 “launch” when turtle season ends. More to follow… but our meeting was a major step forward to make this happen!

COURTHOUSE SHADOWS

Across from our County Government Building is an empty outside strip mall called “Courthouse Shadows“. Former location of Buffalo Wild Wings & a host of outside shops that have been closed for a long time. A 300 multi-family rental unit was approved LAST YEAR for that 20 acre footprint. I attended that Commissioner meeting as a “candidate” running for this position. Residents living in the area were also in attendance praising the plan & the way forward. This very visible dead area definitely needs a facelift… and I walked the site as the demolition of the mall has started. Above is a rendering of the 300 “market-rate” rental units proposed for this location. Starbucks & the out-parcels along US 41 will remain.

NEGLECTED GOLF COURSES

Met with the possible new owner of Evergreen Golf Course on Lakewood Blvd. This is one of several dormant & neglected “former” golf courses (another is Riviera Golf Club in Riviera Golf Estates) in District 1 that no longer function… & in some cases are NOT being maintained. You can read articles dating back to 2014 (and even earlier) that address these courses & the many complaints, code violations, etc.… they’ve had over many years with minimal action or improvement.

Regardless if open or not — ownership is STILL required to maintain the landscape. I thank the frustrated citizens who came forward to meet with me to bring this recurring problem to my attention. We jumped on it immediately in the multiple District 1 communities who have been suffering with this issue for quite some time.

I’ve also been in discussions with Lakewood residents & the current owner of the Evergreen Golf Course to aggressively address this issue. Also met with the possible new buyer of the course… and listened to his ideas to work with citizens in that community & County on several possibilities that would refurbish and/or reutilize this golf course eyesore. We ARE making progress!

“OUR DAILY BREAD” FOOD DISTRIBUTION DAY

Proud to be part of a drive-thru food pantry on Saturday, May 1st, FREE for anyone in need of food. From 9:00 AM-Noon huge bags of groceries, fresh produce, bread, meat, eggs, milk, baby food/diapers, paper products, & MUCH more were all loaded into vehicles for 500+ families feeding over 2,000 people!

You can find these volunteer “superheroes” working EVERY Saturday at the Family Church (1450 Winterberry Drive, Marco Island) loading up cars one after the other! This was in Marco Island.. BUT you can find this phenomenal organization passing out food all over Collier County. There was no shortage of citizens in need & cars lined up as far as the eye could see. Working with this amazing group of dedicated volunteers who put it all together, fill the carts, load the cars, and do it all with an amazing smile & servant leadership style… was inspirational! They could always use more hands & donations (food & financial). Our Daily Bread Food Pantry is truly an organization where food donations, dollars, & volunteer sweat equity is utilized to the max to help our community for citizens who need a hand up. GUEST SPEAKER – PART TIME PATRIOT PROJECT

Part Time Patriot Project Founder Dan Cook hosted another amazing gathering of patriotic citizens in Fleischmann Park. Honored to be invited to speak as a “public servant“ & stress the importance of being an active citizen, knowing your elected officials, & making sure long after the election you continue to demand excellence from them/us.

It was also an honor once again to open my remarks recognizing another Vietnam Veteran. This time it was “Vito“ a former combat medic who served his time… we officially awarded him a Vietnam Veteran Appreciation pin, a Presidential Certificate, and most of all our THANKS & WELCOME HOME. You can tell by the photos… Vito was extremely emotional & so were we!

I’m proud to represent ALL citizens of Collier County. As I always stress—our County has a $2 Billion budget & the five County Commissioners have great responsibility to manage our taxpayer dollars wisely & effectively… citizens need to ensure we do!

2021 Post Legislative Update – Representative Bob Rommel

This week, in order to be prepared for the Special Session, all House Members are attending mandatory online “Legislative University” classes. There have been 2 one-hour sessions daily on topics including the History of Gaming in Florida, the Current Gaming Landscape, 2021 Gaming Compact with the Seminole Tribe, Live Racing and Games Decoupling, Gaming Enforcement & Commissions in the United States & Florida, and Indian Gaming Regulatory Act (IGRA) and Tribal Compacts.

I will provide you with an update of the Special Session when it is completed.

In the meantime, this newsletter includes a summary of the 2021-2022 Budget as well as summaries of the 275 bills that passed the House and the Senate.

Florida’s 2021-2022 Budget
OVERVIEW
PREPARING TODAY FOR A BETTER TOMORROW

The overall budget for Fiscal Year 2021-22 totals $101.5 billion, an increase of 10.1% over the current year. Most of this increase is related to $6.9 billion of additional federal funds the state has received for the federal share of spending for the highest Medicaid caseload in Florida’s history and to help public schools continue to stay open to serve Florida’s children and provide educational services and resources that address the impact of the COVID-19 pandemic on our state’s children and youth.
The increase in state funds is $2.3 billion, an increase of 4% over the current year, including an increase of $1.6 billion (4.6%) in General Revenue.

The budget leaves an historic $6 billion in reserves to ensure that Florida is prepared today for a better tomorrow.

STRATEGIC INVESTMENTS FOR LONG-TERM SUCCESS

The budget provides $6.7 billion in the back of the bill, contingent on receipt of the state’s portion of the federal Coronavirus State Fiscal Recovery Funds. These funds will be invested in large-scale environmental and infrastructure programs and will help rebuild state reserves to the highest level in history as Florida continues its economic recovery from the COVID-19 pandemic.

The contingent appropriations include:
 $3.1 billion for state infrastructure, including the State Highway System; seaports; deferred maintenance for state facilities; education construction projects; a new state Emergency Operations Center; IT systems for reemployment and workforce development; and new armories.
 $1.8 billion for environmental programs, including Resilient Florida Grants, septic-to-sewer grants, Piney Point, beaches, coastal mapping, water quality initiatives, and Everglades restoration.
 $1 billion to fund a new Emergency Preparedness & Response Fund, in addition to the reserve.
 $438 million for education and economic support programs, including the New Worlds Reading Initiative, bonuses for pandemic first responders, job growth grants, African-American Cultural and Historic Grants, and funding for Visit Florida tourism marketing.
 $350 million to increase the Budget Stabilization Fund.
 Remaining funds are directed to the General Revenue Fund as unallocated reserves.
POLICY AREA HIGHLIGHTS
Agriculture & Natural Resources
 $2.1 billion for Everglades restoration and protection of Florida’s water resources including projects for Everglades restoration, springs, storm water and wastewater grants, and the Resilient Florida Grant Program. $1.1 billion is contingent upon receipt of federal Coronavirus State Fiscal Recovery Funds.
 $402 million for Florida Forever for acquisition of conservation lands. $300 million is contingent upon receipt of federal Coronavirus State Fiscal Recovery Funds.
 $150 million for Beach Restoration Projects. $50 million is contingent upon receipt of federal Coronavirus State Fiscal Recovery Funds. This is the highest level of funding for these projects in history.
 $100 million for Piney Point cleanup, contingent upon receipt of federal Coronavirus State Fiscal Recovery Funds.
 $50.7 million for State Park Improvements. This is the highest level of funding for these projects in history.

Health Care
 $4.3 billion ($1.2 billion General Revenue) to fund the Medicaid Price Level and Workload. The funds will serve an anticipated 4.8 million beneficiaries with no reductions to eligibility groups or services. This is the highest caseload in Florida’s history — over 20% of Florida’s population is enrolled in Medicaid.
 $239.8 million ($89.2 million General Revenue) to extend postpartum Medicaid-eligibility of pregnant women from 60 days following birth to 12 months following birth. This will help 97,600 mothers maintain their coverage and ensure a healthy start for their babies.
 $9 million for Minority Health Equity Planning to reduce minority morbidity and mortality in the priority areas of HIV/AIDS, chronic diseases, and infant mortality to combat health disparities.
PreK-12 Education
 $22.8 billion total funds for the Florida Education Finance Program ($12.9 billion state funds and $9.9 billion local funds). This provides an increase in total FEFP funds of $315.2 million (1.4% increase) over current year, including $464.3 million appropriated in a new Student Reserve Allocation.
 $53.42 increase in the base student allocation for total funds of $4,372.91 per student.
 $50 million increase in the Teacher Salary Increase Allocation to support all school districts as they seek to attain a minimum base salary of $47,500 for all full-time classroom teachers.
 $1.8 billion of federal stimulus funds for public schools to continue to stay open, enroll students, and remediate learning loss for students.
 $166.2 million of federal stimulus funds to provide bonuses to early learning instructors.
Higher Education
 $200 million for the New Worlds Reading Initiative administrator to provide books to struggling readers. $125 million is contingent upon receipt of federal Coronavirus State Fiscal Recovery Funds.
 $25 million for Incentives for Programs of Strategic Emphasis and $35 million for Open Door grants.
 $25 million for College Performance Increases.
 Tuition and fees, as well as funding for need-based financial aid, are held constant at current levels to ensure higher education is affordable for Floridians.
Justice
 Proviso authorizes DOC to develop a comprehensive plan for the consolidation of a state-operated correctional institution and a plan for the redirection of any identified cost savings to provide correctional officer salary increases to address vacancy, attrition and turnover concerns.
 $18.2 million for DOC for phase two of a four-year transition for correctional officers to move from 12 hour shifts to 8.5 hour shifts in state-operated institutions, and to provide enhanced delivery of basic recruit training for newly hired correctional officer trainees to also aid in recruitment and retention.
Infrastructure & Tourism
 $9.2 billion for the Transportation Work Program plus an additional $2.0 billion, which is contingent on receipt of federal stimulus funds to backfill lost revenue to keep state infrastructure going.
 $149.2 million to modernize the reemployment system and hire additional staff to address claimant volume. $56.4 million is contingent upon receipt of federal Coronavirus State Fiscal Recovery Funds.
 $102 to implement a consumer-first workforce IT system. $100 million is contingent upon receipt of federal Coronavirus State Fiscal Recovery Funds.
State Administration & Technology
 $185.7 million to continue the Statewide Law Enforcement Radio System.
 $63.8 million for repair and maintenance of state buildings including the Capitol Complex.
 $30 million for cybersecurity initiatives to secure the state’s IT infrastructure, systems, and network.

The House of Representatives remained in recess this past week, affording me ample time at home in Southwest Florida to meet with you, the hardworking constituents of Florida’s 19th Congressional District, as well as local leaders and business owners.

However, Congress being in recess doesn’t stop my Democrat colleagues from their usual power-grabbing tactics. Rather than work in a bi-partisan manner, Senator Chuck Schumer and the Democrats try to sneak massive immigration reform into a budget reconciliation. This overhaul circumvents the legislative process and attempts to push through radical immigration policies without debate or congressional oversight and grant citizenship to millions of illegal immigrants.

In April, the number of unaccompanied migrant minor children in the U.S. reached an all-time high of over 22,000- what this country needs is sensible immigration reform, not a free pass for all that fails to address the actual issue. Unfortunately, this kind of so-called leadership from Chuck Schumer and the Left is what happens when radical progressives get drunk with power. Rest assured, I am doing everything in my power to stop this drastic and potentially detrimental policy from becoming law.

The recent April jobs report that was just released proved true what we already knew: what incentive do the American people have to return to work when the federal government and the Biden Administration are mailing them free checks? Despite millions of job openings, unemployment numbers increased up to 6.1 percent. While this news is far from surprising, it’s unsettling, to say the least. The Biden Administration’s insistence on raising taxes, cutting jobs, supporting continued lockdowns- are all crushing the American Worker. It’s time to cut the bureaucratic red tape, open up our country, and get the American people back to work.

While in Southwest Florida this past week, I was happy to travel throughout FL-19, meeting with constituents and providing them a Congressional update.
